Overview:We are looking for a reliable and proactive Parking Enforcement Officer to join our team. The successful candidate will play a key role in ensuring compliance with traffic regulations, maintaining the safety and orderliness of our borough, and providing excellent customer service. As a Parking Enforcement Officer, you will be responsible for patrolling parking areas, issuing penalty charge notices, and reporting on street and equipment issues.

Key Responsibilities:

  • Equipment Checks and Testing: Before starting patrols, check and test all issued equipment, including handheld terminals, ensuring functionality. Record all tests undertaken and prepare necessary stationary.

  • Patrolling and Enforcement: Patrol parking places, controlled parking zones (CPZs), and bus routes at various times throughout the day and evening. Issue penalty charge notices (PCNs) to ensure compliance with Traffic Regulation Orders (TROs), including parking bans and restrictions on pedestrian crossings.

  • Fixed Penalty Notices: Issue Fixed Penalty Notices (FPNs) for contraventions of vehicle emissions regulations, such as idling engines when stationary.

  • Parking Meter Inspections: Regularly inspect parking meters and pay-and-display machines to ensure they are operational. Report faulty equipment and place "out of order" notices as required.

  • Reporting Deficiencies: Identify and report deficiencies such as missing signs, damaged lines, and street defects, including graffiti, abandoned vehicles, or health and safety hazards, in writing.

  • Evidence Recording: Maintain a pocket log to record any additional evidence beyond what is captured on the PCN or handheld terminal. Provide witness statements and attend adjudicator hearings for contested cases if required.

  • Public Assistance: Serve as the first point of contact for the public, answering minor parking enquiries and providing enforcement-related information.

  • Vehicle Checks: Inspect vehicles for valid tax discs and report any contraventions. Record details of tax discs and provide witness testimonies as necessary. Report suspected abandoned vehicles.

  • Training and Development: Undertake NVQ training and assessments to enhance skills and knowledge relevant to the role.

  • Driving Responsibilities: Drive council vehicles, including cars, vans, and motorcycles, to patrol routes and transport colleagues as necessary. Use public transport, such as London Transport buses, to patrol bus lanes.

  • Use of Computer Systems: Accurately input data into computerised systems as per agreed procedures and support additional duties, such as vehicle relocation, as directed by senior management.

  • Security and Compliance: Take responsibility for the security of equipment and office premises as directed. Ensure all duties are carried out in compliance with Health and Safety regulations, the Council's Equal Opportunities policies, and Customer Care standards.

  • Other Duties: As directed by the Senior Parking Enforcement Officer or Parking Enforcement Manager, undertake additional duties commensurate with the level of the role.

Skills and Qualifications:

  • Good understanding of traffic regulations, parking enforcement procedures, and customer service.
  • Strong observational skills with attention to detail.
  • Ability to work independently and as part of a team.
  • Good communication skills to assist the public and provide clear, concise reports.
  • Ability to use IT systems and handheld devices efficiently.
