- Project Leadership:
- Lead the engineering and project management of public realm projects from conception to delivery, including SuDS and greening initiatives.
- Develop conceptual ideas into detailed designs, ensuring projects are integrated into larger schemes where applicable.
- Stakeholder Engagement:
- Act as the primary point of contact for internal and external stakeholders, including asset owners, community groups, and businesses.
- Lead effective engagement and consultation processes, ensuring public and stakeholder input is incorporated into project designs.
- Funding and Financial Management:
- Prepare and submit funding bids to secure external resources for projects.
- Manage project budgets, assess contractor claims, and produce monthly financial reports for senior management.
- Compliance and Legislation:
- Ensure all projects comply with relevant legislation, including the Highways Act 1980, Flood Water Management Act 2010, and Town and Country Planning Act 1990.
- Stay updated on codes of practice and statutory instruments applicable to the role.
- Team and Contractor Management:
- Oversee the work of engineers, apprentices, consultants, and contractors, ensuring high-quality delivery and adherence to project timelines.
- Manage the Council’s Highways term contractors, monitoring performance and financial reporting.
- Strategic Advisory Role:
- Provide technical advice to Cabinet Members, Councillors, and senior officers on flood risk mitigation, project progress, and delivery.
- Respond to inquiries from the public, Councillors, and stakeholders, ensuring the Council’s position is protected in legal matters.
- Communication and Reporting:
- Translate complex engineering information into accessible formats for public engagement.
- Deputise for the Service Manager as required and represent the Council at departmental and inter-authority meetings.
- Hybrid working model:Â 3 days on-site/office and 2 days working from home (WFH).
- Note: This arrangement may vary depending on the volume of works in delivery.
- Proven experience in the public sector, particularly in transport and highways project management.
- In-depth knowledge of relevant legislation, including the Highways Act 1980, Traffic Management Act 2014, and Flood Water Management Act 2010.
- Technical expertise in the design and delivery of highway and public realm projects.
- Degree-level qualification in engineering or a related discipline (or equivalent experience).
- Street Works (NRSWA) Accreditation or similar.
- Demonstrated ability to manage multiple projects, ensuring timely delivery and adherence to budgets.
- Experience supervising teams, contractors, and consultants to achieve project goals.
- Proficiency in asset management software (e.g., Confirm), AutoCAD, GIS, Microsoft Office, and Project.
- Strong leadership skills with experience managing officers, consultants, and contractors.
- Ability to produce detailed project progress reports and financial summaries.
- Experience in community engagement and co-production of project designs.
- Expertise in budget monitoring and financial resource allocation.
- Experience managing contractor payments and ensuring cost-effective project delivery.
- Ability to advise senior officials and Councillors on technical matters, ensuring alignment with the Council’s policies and values.
