PURPOSE OF THE ROLE:
The purpose of this position is to be responsible for managing the inspections, repair, and refurbishment of NCPs existing portfolio in addition to other areas of NCPs business including projects within the rail, NHS and airport parking sectors. The role shall include the management of specialist contractors and consultants/design teams to deliver comprehensive project delivery from initial budget planning through to final account.
MAIN RESPONSIBILITIES:
- Monitoring the deterioration and defects within NCPs estate (north) and advising on remedial and repair work.
- Assisting with the management of asbestos including managing the annual inspection regime inclusive of delivering any outputs which arise from the inspection process. The role will also include the planned removal and replacement of all known ACMs via the major works plan.
- Completing property condition surveys to identify defects and building element life cycles.
- Advising on environmental and sustainability issues, and the management of maintaining buildings; determining the safety and quality of buildings.
- Provide technical knowledge and understanding of commercial buildings, including accurately identifying when a building element has reached the end of its economic life.
- Assisting with the development and maintenance of the five-year planned major maintenance/Health and Safety plan to facilitate the rollout of the Capex programme and project managing the delivery of programme as required.
- Conducting scoping surveys ahead of work programmes and ensuring all relevant information for the completion of work is captured.
- Liaising with sub-contractors/quantity surveyors and civil engineers to make reasonable estimations and ensuring Capex projects are brought in on schedule and to budget and
- Liaising with external contractors, agents and consultants as required and monitoring their performance against any contracts awarded.
- To ensure records are stored of all work undertaken.
- You will have experience of using Microsoft packages and have excellent written and verbal communication skills.
- Be self-motivated; working individually and being comfortable working as part of a team that shares knowledge and understanding. Offer feedback and advice towards continuous improvement in the survey process.
- Work closely with other areas across the NCP business including the estate management team and the wider commercial, operations and managed service team.
- Ensure compliance on all matters related to building maintenance. Providing feedback to the design standards process to ensure the appropriate building materials are specified.
- Staying current with the building industry including new technology, construction methods and survey techniques.
- Undertaking or managing the process of photographic schedules, dilapidations matters, and assisting estate management colleagues with input where required.
- This role although based in our Head Office will require the candidate to attend sites on a regular basis.
- Work with the FM Team and assist with the monthly meetings to feedback on SLAs for contractors and overall work being carried out.
- Annually review external providers and bench marking with other providers to ensure value for money.
- The role holder may be asked to undertake other duties, as required, which are not necessarily specified in this role profile, but which are commensurate with the grade for this role. It may be amended from time to time within the scope and general level of responsibility attached to this role.
REQUIREMENTS:
Qualifications/technical skills
- Ability to problem solve and work in a solution orientated style.

- Strategic thinking to understand and input into the Estate strategy and work at a strategic level.
- Knowledgeable on all car park technical matters and cost-effective repair solutions available.
Degree educated.
RICS/CIOB/MICE qualified/proven extensive experience.
A recognised qualification in Building Surveying or structural/civil engineering.
Full UK driving licence.
Experience of managing staff and suppliers at a high level.
Thorough understanding of CDM legislation and its implementation to repair, refurbishment and new build schemes.
Knowledge/experience
Significant experience in a similar environment managing a multi sited portfolio where civil and structural engineering schemes are undertaken.
- Experience in a consultative role, managing multiple priorities and projects with discipline and a structured process.
- Sound understanding of the technical, commercial and legal issues affecting estates matters.
- Knowledge and experience of landlord and tenant legislation, and planning legislation.
- Proven ability in the procurement of major works projects

Understanding of Rail & NHS maintenance contracts
Understanding of EV charge points
Understanding of CAR 2012 Asbestos Legislation
Ability to produce/alter/annotate CAD drawings
Ability to use Oracle based works ordering system to process suppliers orders and invoice payments
Be able to build and sustain an effective working relationship with all key internal and external stakeholders of the business
