Adecco are delighted to be supporting a London Borough Council in their recruitment of an interim Senior Building Control Surveyor.

The role is for a 9 month contract with the opportunity to go permanent.

Role Purpose

  • Responsible for the day to day management of an area of the Borough, and to deputise for the Principal Building Control Surveyor or Head of Building Control during absences.
  • The processing and scrutiny of Building Regulation applications.
  • Inspection of building works
  • The provision of general building control advice.
  • To assist the Local Authority regarding Dangerous Structures, including out of hours work.
  • Dealing with complex and high risk buildings.

Main Duties / Accountabilities

  1. Responsible for the day to day running of an area with a supervisory role of staff within that team.
  2. Assistance in the registration of new applications including checking estimates and building costs and assessing plan and inspection charges.
  3. The Scrutiny of Full Plans applications, Building Notices, and Regularisation Applications for compliance with the Building Regulations, the Building Act and other relevant legislation including examination of structure details and calculations. To carry out investigation of existing site conditions where appropriate.
  4. To advise applicants of the amendments required in those cases that do not comply with the Building Regulations and Building Acts, negotiating with those applicants and arrange for the necessary amendments to be made.
  5. To undertake, or recommend to the Principal Surveyor a decision on Full Plans applications within statutory time limits, including where necessary the drafting of decision notices, and, to authorise decisions within the area from junior staff.
  6. To carry out unsupervised statutory and intermediate site inspection of works in progress to ensure conformity with the Building Regulations and other relevant legislation, negotiating as necessary with builders and developers. Responsibility for decisions made at these inspections lies entirely with the Postholder and except in exceptional circumstances without reference to the Supervisor.
  7. To take charge, as directed, of larger and more complex building projects within an area, guiding and supervising Building Surveyors involved with the projects.
  8. To notify and/or confirm by letter/email to the responsible person details of irregularities, contraventions and other matters regarding works in progress and liaise, where necessary, with other Departments of the Council negotiating as necessary with builders and developers on these matters, managing the enforcement action within their area of responsibility.
  9. To prepare and record Building Regulation fee quotes when requested by clients or senior staff.
  10. Assistance in the registration of new applications for complex projects including checking estimates and building costs and assessing plan and inspection charges.
  11. To report serious contraventions of the Building Regulations and allied legislation to the Principal Building Surveyor for guidance upon necessary action.

Experience / Skills Required

  • A detailed working knowledge of current Building Control practice procedures and legislation.
  • Minimum two years working in a Building Control office with experience of checking applications and carrying out site inspections with limited supervision. Alternatively, no experience with a relevant qualification.
  • BTECH Higher Nat/ABE/RICS or equivalent.
  • To have achieved the required licence/qualification to operate in the Building Control industry.
  • Building Control Class 2 Category F registered Building Inspector.
