Capital Works Surveyor / Housing Property Surveyor

Location: CitywideHours: Monday to Friday (standard hours with flexibility as needed)

Are you an experienced Surveyor or Surveyor Technician with a strong background in property maintenance and health and safety? We are looking for a skilled individual to join our Housing Property Team, ensuring the condition and safety of our council-owned housing stock. This role will involve working closely with various stakeholders, including residents, contractors, and internal teams, to deliver effective property management and capital works programs.

Key Responsibilities:

  • Property Maintenance & Condition: Ensure the health, safety, and condition of council-owned dwellings through the identification and analysis of defects, managing cost-effective repairs and maintenance within budget and timelines.
  • Capital Works Management: Plan, prepare, procure, and manage capital works programs from inception to completion, ensuring delivery within budget and to a high standard of quality.
  • Contractor Management: Oversee the procurement, administration, and supervision of contractors involved in inspection, risk assessment, renovation, and maintenance of council properties.
  • Surveys & Inspections: Conduct property surveys and inspections to diagnose defects, recommending and overseeing remedial works to maintain the safety and quality of housing stock.
  • Strategic Planning: Develop strategies, reports, and feasibility studies related to property maintenance, investment, and health and safety.
  • Remote Diagnosis: Use desktop diagnosis techniques to assess and address repair enquiries from customers, reducing the need for on-site inspections.
  • Emergency Planning: Participate in emergency planning and the standby rota as needed to ensure continuity of service in urgent situations.

Health & Safety:

  • Ensure all work complies with health and safety regulations, including the identification and mitigation of potential risks such as verbal or physical abuse during site visits.
  • Conduct risk assessments and ensure the safety of all staff, residents, and contractors involved in property maintenance.

What We Are Looking For:

  • Strong experience in diagnosing property defects and managing repairs, with a focus on health and safety.
  • Experience in managing capital works programs, including planning, procurement, and contractor supervision.
  • Excellent communication and collaboration skills, with the ability to manage relationships with residents, contractors, and internal teams.
  • Ability to work independently, manage multiple tasks, and maintain high attention to detail in a fast-paced environment.
  • Knowledge of housing regulations, health and safety standards, and property lifecycle costs.

Work Pattern & Travel:

  • Standard Monday to Friday, with flexibility depending on business needs.
  • Regular travel required to inspect properties and oversee works
