The Energy Capital Projects Manager leads the delivery of the council's major capital energy projects, including decentralised energy, renewables and energy efficiency measures, from procurement and planning to construction and delivery. They manage a team of project managers and oversee external consultants.

They manage a team of projectmanagers and oversee external consultants.The key responsibilities include:* Leading on the council's decentralised energy work, including identifying heat network opportunities, developing strategies and new projects.* Overseeing the development of other projects to reduce energy consumption, costs and carbon emissions in both domestic and non-domestic buildings and in the wider public realm.* Overseeing the effective project management of projects delivered by the team and external consultants, through all stages from conception to implementation and monitoring, ensuring that the project is delivered to time, budget and quality and in line with council policieso Ensuring good project management practice is followed, including project documentation, project planning, risk identification, change controls, health and safety, financial management, legal compliance, regular project reviews and lessons learnt.o Securing project funding, including writing funding bids.o Overseeing procurement processes, including OJEU-level procurement, ensuring all legal and internal procurement requirements are met.o Overseeing the negotiation, agreement and management of complex and varied contracts.o Overseeing the management of capital budgets of up to £50m, ensuring value for money and continuously seeking additional sources of funding to maximise best value for the council.o Developing, negotiating and supporting team members to devise solutions to project-related issues.o Keeping project and delivery boards updated on projects delivered by the team and ensuring issues or potential overspends are raised as soon as they arise.o Producing written reports and delivering presentations to provide updates on projects to a range of audiences.o Communicating effectively with project stakeholders in and outside the council to ensure everyone is aware of their responsibilities, timescales and project status.o Ensuring the team develops and maintains good relationships with project stakeholders.o Ensuring that the team has the capacity, knowledge and skills required to deliver.o Ensuring projects comply with statutory and council Health and Safety regulations and policies, as well as other council policies, including equalities and sustainability.* Keeping up-to-date with developments in the energy sphere, including new technologies, legislation, regulations and funding streams.
