Role

Lead the delivery of technical services for the Building Control Authority, ensuring that all building work within the Borough meets the requirements of building control legislation and the building regulations, including working with the Building Safety Regulator in the enforcement and regulation of Higher risk buildings.

Provide technical advice through the preparation of reports and briefings on building safety, building regulations, dangerous structures and land charges regulatory issues.

Provide support to the Building Safety Regulator under Section 13 of the Building Safety Act 2022 in the regulation of Higher-risk buildings and enforcement of the building regulations.

Ensure full cost recovery for the Council in support of the Building Safety Regulator as set out in the Building Safety (Fees and Charges) Regulations (2023). Enforce building control prohibitions on 'applicable persons' under the Building Safety (Responsible Actors Scheme and Prohibitions) Regulations 2023.

Ensure that the Council's building inspectors meet the requirements of the Building Safety Regulator in relation to competency assessment, training and development.

Enforce the building regulations within the Borough using powers under the Building Safety Act 2022 and Building Act 1984 to ensure public safety. Investigate offences under Section 57 of the Building Act 1984, prosecuting cases as required.

Knowledge & qualifications.

Qualifications - Membership of MRICS, CABE or similar Experience

Essential - Class 3 Registration

Minimum of five years post qualification experience, preferably in a Building Control environment.

Management experience desirable. Knowledge/Skills

Able to demonstrate a flexible approach to technical issues whilst still meeting legal requirements.

Understanding of the commercial environment that the department is working in and the contribution that individuals can make.

Knowledge of quality management systems is desirable.

Comfortable with using a range of software packages to produce letters, input data and search for information etc.

Ability to work to tight schedules and meet deadlines and changing priorities through effective time management.
