Lead with Impact: Become the Adjudication Panel Chair at the Council for Licensed Conveyancers (CLC)

Are you a legally qualified professional seeking an opportunity to lead, influence, and make a meaningful difference in the regulatory landscape? The Council for Licensed Conveyancers (CLC) invites applications for the role of Adjudication Panel Chair—a position offering intellectual challenge, professional leadership, and the chance to shape the future of the conveyancing profession.

Why Join the CLC as Adjudication Panel Chair?

Reflecting on six successful years in the role, the outgoing Chair describes the position as:

“Intellectually challenging, hands-on, and offering the opportunity to shape and continue developing the Panel.”

This is a unique leadership opportunity within a small but highly impactful regulatory body. The CLC regulates a specialist profession, safeguarding billions of pounds in property transactions annually. As a Chair, you will work at the heart of the CLC’s disciplinary process, guiding its evolution in a dynamic regulatory environment.

“The CLC is truly unique. It is a small organisation representing a relatively small profession, which provides an opportunity to have a greater impact during the disciplinary process.”

Although the powers of the Panel remain unchanged, the application of sanctions has evolved, reflecting the dynamic and responsive nature of the CLC’s approach to regulation. The role is particularly suited to individuals who value fairness, integrity, and public interest in decision-making.

About the Role

The Adjudication Panel Chair leads the Panel in making independent determinations on disciplinary matters and appeals against regulatory decisions. Working with a diverse team of professional and lay members, the Chair ensures that all decisions reflect fairness, transparency, and integrity.

This is a hands-on role where you will oversee hearings, guide the decision-making process, and uphold the highest standards of professionalism. Additionally, the Chair plays a pivotal role in shaping the Panel’s ongoing development and driving continuous improvements to its processes.

What You’ll Do

  • Lead Hearings: Facilitate fair, collaborative, and well-reasoned decision-making processes.
  • Shape the Panel: Provide leadership and training, ensuring members are informed of and aligned with current legal and regulatory developments.
  • Make Impactful Decisions: Deliver impartial decisions that protect the public and uphold professional integrity.
  • Draft Determinations: Prepare timely, well-reasoned decisions and reports to a high professional standard.
  • Report to the Council: Annually present the Panel’s performance, including recommendations for improvement.
  • This role requires a commitment of approximately 15 days per year, with individual hearings typically lasting 1–3 days. Complex cases may require hearings of 4–7 consecutive days.

What’s in It for You?

  • Challenge and Growth: Engage with intellectually stimulating cases requiring analytical depth and sound judgment.
  • Leadership Opportunity: Shape and develop the Panel, leaving a lasting impact on its future direction.
  • Meaningful Work: Play a critical role in maintaining public trust and professional standards in property law.
  • Influence: Contribute to a small, focused regulator where your work has a tangible and meaningful impact.

“The CLC’s size and focus provide an opportunity to make a real and meaningful difference.”

What Are We Looking For?

  • Experience in judicial roles, disciplinary panels, or chairing hearings. Strong analytical and decision-making skills, with the ability to evaluate complex legal and factual issues.
  • A commitment to fairness, public protection, and professional standards.
  • A collaborative approach to leadership and the ability to facilitate consensus.
  • Familiarity with managing hearings involving appellant advocates, including King’s Counsel (KCs), is desirable.
