The Head of Data Engineering role will have direct accountability for the organisation-wide analytics project to produce detailed and real time management/performance information reports. They will be responsible for the ongoing maintenance and development of a new data warehouse to deliver analytics for a Research System Transformation Programme.
The successful candidate will have implemented a data warehouse and be competent at understanding all aspects of the Microsoft BI stack. They will be able to converse effectively with all levels of the organisation, including external stakeholders, to tease out current business processes and business requirements.
The Head of Data Engineering is responsible for delivering analytics provision .It will include collaborative work with both producers and consumers to progress maturity in data understanding within the organisation and its data quality processes. They will work closely with the Associate Director IT Portfolio Management and Senior Enterprise Architect to ensure that this is aligned with the digital strategy.
The Head of Data Engineering leads the analytics function to deliver robust data services for my client and external stakeholders where appropriate.
The role will:

- apply knowledge of systems integration to their work
- champion data engineering across my client and its external partners
Data/Technical Skills:
Data analysis and synthesis. The postholder will have to undertake data profiling and source system analysis from a complex single source. You can bring multiple data sources together in a conformed model for analysis.
Data development process. The postholder will establish enterprise-scale data integration procedures across the data development life cycle and ensure that teams adhere to these. They will manage resources to ensure that data services work effectively at an enterprise level.
Data innovation. The postholder will identify areas of innovation in data tools and techniques, and recognise appropriate timing for adoption.
Data integration design. The postholder will establish standards and you know how to keep those standards up to date and ensure adherence to them. They will keep abreast of best practice in industry and across government.
Data modelling. The postholder will understand the concepts and principles of data modelling and can produce relevant data models. They will work across government and industry, recognising opportunities for re-use and alignment between the data models in different organisations. The role will design the method to categorise data model within the organisation.
Metadata management. The postholder will have to design an appropriate metadata repository and present changes to existing metadata repositories. They will understand a range of tools for storing and working with metadata. They can provide oversight and advice to more inexperienced members of the team.
Problem resolution (data). The post holder will respond to problems in databases, data processes, data products and services as they occur. They can initiate actions, monitor services and identify trends to resolve problems. They will determine the appropriate remedy and assist with implementation of it as well as preventative measures. )
Programming and build (data engineering). The role will know how to use agreed standards and tools to design, code, test, correct and document moderate-to complex programs and scripts from agreed specifications and subsequent iterations. You will collaborate with others to review specifications where appropriate.
Technical understanding (data engineering). The post holder will have the detailed knowledge and understanding of the technical concepts required for the role. They know how these fit into the wider technical landscape.
Testing. The post holder will review requirements, specifications and define test conditions. They will identify issues and risks associated with work while being able to analyse and report test activities and results.
Essential experience
- 5 years + in a head or data or senior /head data architect position
- Experience in large public sector data projects
- Experience of managing multiple databases
- Experience of designing, developing, and managing data warehouses or other complex relational databases
- Experience of designing, developing, and managing ETL processes
- Experience of using Power BI and creating reports/analysing data using it.
- Extensive experience of analysing complex data sets effectively in a variety of settings
- Experience of working with and combining data contained within different data sources
- Extensive experience of complex SQL code to include development of scripts, functions and procedures
- Experience of using and implementing SSRS and SSIS
