Job Title: Heat Meter and Billing Project Manager
Location: Central London / Hybrid
Contract: 6-months ongoing
Pay: Inside IR35 - £400 to £600 per day
About the role:Based in London (hybrid):
Home Ownership is responsible, among other duties, to issue all bills to tenants and leaseholders for rent and service charges which include the charge for heating and hot water. Currently circa 3,200 residents are on heat networks and this number will be increasing over time.
The Energy Act and Heat Metering and Billing Regulations will change how this will be done, and the post holder will be pivotal in ensuring that all regulations and best practise are met by working with residents, internal stakeholders and benchmarking across other registered providers.
This post holder will be responsible for developing and implementing our billing strategy for heat networks to maximise income, which currently is circa £10M. This is a high-profile project within the department, ensuring that we make change happen in an efficient and practical way across all of the wider Housing Department
About you:You will have the following skillsets or experiences:
- Knowledge of district heating systems and especially heat metering and billing technology and processes
- Knowledge of regulations and standards relating to heat metering, billing and heat network operation
- Experience of developing operational strategies and tactics to turn visions into successful outcomes
- A high level of data analysis skills
- Experience of the governance process including report writing and presenting such reports to senior members of staff, councillors and residents
- Good experience of billing service charges across all tenures in Local Authorities
- Knowledge of housing law relating to landlords, tenants and leaseholders, such as the Housing Act, Landlord and Tenant Act, Energy Act and the Freehold and Leasehold Reform Act Job Title: Heat Metering and Billing Project Manager 5
- Ability to analyse market options and make recommendations
- Risk management skills always considering all options and identifying mitigations
- Able to work independently, structuring work using recognised project management methodologies
- Experience of working productively with internal and external stakeholders
- Excellent customer care skills and experience of communicating complex information to a variety of customer groups
- Experience of engaging successfully with communities co-designing a suitable solution
- An understanding of the principles and practices of energy management
- Experience of driving behaviour change in a Local Authority setting
- Have a flexible approach and a willingness to travel to other offices as required
- There will be a requirement to attend meetings outside the normal working day for which sufficient notice will be given
