Job Purpose

Reporting to the Principal Engineer - Digital Signalling, the role is primarily dealing with holding infrastructure managers (IM's) such as Network Rail and HS1 to account for the assetmanagement of conventional signalling systems during the transition to Digital Signalling.Opportunities to work with industry to help shape the progression of signalling systems.Working with other ORR departments to provide expert opinion during investigations and

Your key responsibilities, although not exhaustive, will include:* Support our assessment of whether IM's asset policies are consistent with achievingand sustaining the safety, condition and performance of the asset group at leastwhole life cost.* Support our assessment of whether IM's plans are consistent with the relevant assetpolicies.* Monitor asset safety, condition and performance, and IM's delivery of the plannedmaintenance and renewals (including volume and expenditure), and collate evidenceto support holding IM to account for any shortfalls.* Support the asset group assessment during Periodic Reviews in planning,development and benchmarking activities for signalling.

Periodic Reviews and be a key part of the Infrastructure Authorisation process.

* Review and monitor IM's regulated asset management outputs in relation tosignalling, including efficiency reviews and control period delivery plans, annualreturns and progress with achieving best practice.* Provide specialist technical advice within areas of specific competence across ORRin relation to signalling and level crossings supporting our other sections dealing withrail infrastructure issues.* Support on authorisations to place CCS assets into service in accordance withinteroperability requirements.* Assist and support investigations with technical expertise as required.

Technical* Must be able to demonstrate competence in conventional signalling and an appreciation ofinteracting systems.* Excellent analytical abilities - with a good level of both numerical and verbal reasoning abilities.* An appreciation of current Regulatory framework and Asset Engineering practice.

Mandatory Qualifications* HND or ability to demonstrate equivalent industry qualifications.

Mandatory Memberships* Working towards CEng or industry equivalent.* IRSE or technical equivalent e.g.IET
