Head of Finance (Treasury)

Role Purpose:An opportunity has arisen for a highly skilled and experienced professional to join the Finance Leadership Team as the Head of Finance (Treasury). This role will contribute to the overall leadership, direction, and management of the finance service and will serve as the lead officer for the preparation, maintenance, and delivery of the Treasury strategy and policy.

Key Responsibilities:

  • Lead the preparation, maintenance, and implementation of the Council's Treasury Strategy and Policy.
  • Continuously reassess the Council's treasury position in response to developments in the capital programme and financial markets to optimise long-term financing options.
  • Manage the Council's cash flows, short-term investments, and both short-term and long-term borrowing, ensuring adherence to the approved Treasury Management Strategy Statement.
  • Evaluate financing opportunities and advise the Director of Finance on the timing and duration of long-term borrowing, including opportunities from the Public Works Loan Board (PWLB).
  • Prepare and publish treasury reports for stakeholders and lead the development of the annual Treasury Management Strategy Statement.
  • Provide leadership and oversight of the Council's banking team and associated functions.
  • Support the Section 151 Officer with treasury management responsibilities, statutory financial reporting, and strategic financial advice to facilitate sound decision-making in the Council's best interest.
  • Monitor and manage relationships with service suppliers such as the Council's banking provider, treasury management advisors, and independent advisors, ensuring timely contract renewals.
  • Collaborate with internal and external auditors during treasury and banking audits, including reviewing reports, formulating management responses, and ensuring the implementation of audit recommendations.
  • Engage with external auditors to ensure timely and accurate publication and auditing of the Council's accounts with minimal audit concerns.
  • Deputise for the Section 151 Officer and Deputy Section 151 Officer as required.

Person Specification:

  • Degree-level qualification or equivalent, supported by significant relevant experience.
  • Membership of a recognised professional body (e.g. CCAB) or treasury qualifications, or extensive relevant experience in treasury or finance.
  • Proven senior management experience in treasury or finance, with a track record of advising trustees or directors on treasury matters.
  • Strong communication and analytical skills.
  • Proven ability to navigate complex service delivery within a dynamic and political environment.
  • Experience in engaging with high-level internal and external stakeholders.
