Cedar is seeking an experienced, Head of Pensions and Treasury to lead the in-house pensions team within an esteemed Local Authority in the South East. The successful candidate will spearhead pension related issues, streamline policy implementation and provide expert advice to support Treasury Management decision making

Day Rate: £650 - £800 per day (Inside IR35)

Location: South East

Hybrid Working Pattern: 2-3 days on site per week

Contract Length: 3 months

Responsibilities

  • Manage the in-house pensions team and ensure consistent compliance with policies.
  • Spearhead investment, administration and financial governance of the Pension Fund.
  • Support, guide and advise internal management, external service providers, fund committees and Boards.
  • Ensure the correct allocation of funds in accordance with agreed and optimised strategies & policies.
  • Oversee the timely production and audit of annual accounts.
  • Drive the development and implementation of the Treasury Management Strategy, corporate governance arrangements and risk management.
  • Collaborate with Investment Advisor's and Fund Managers to ensure current investment strategies are generating optimal returns.
  • Monitor the security and sufficiency of liquid cash and cash balances to meet commitments.
  • Develop a robust, cost efficient funding policy.
  • Oversee account closures and deliver appropriate financial returns.
  • Evaluate and update the Council's treasury position to remain relevant in light of developments within the capital programme and financial markets.

Requirements

  • CCAB member / ACT with significant post qualification experience or equivalent.
  • Previous experience leading a defined benefit pension fund within a Local Government Pension Scheme (LGPS) environment.
  • Knowledge of issues currently influencing Local Authority pension arrangements.
  • Previous experience delivering the treasury management function within a large Local Authority.
