An exciting opportunity has arisen for an experienced and strategic financial professional to join a prominent public sector organisation as the Head of Treasury. This high-impact role offers the chance to shape and lead the businesses treasury strategy and contribute to the broader financial leadership of the enterprise.

As part of the Finance Leadership Team, the successful candidate will play a pivotal role in the overall management and direction of the organisation's finance services, specifically focusing on the preparation, maintenance, and delivery of the Treasury Strategy and Policy. They will be the lead officer responsible for continuously reassessing the organisation's treasury position, optimising long-term financing options, and ensuring compliance with the organisation's Treasury Management Strategy Statement.

Key Responsibilities:

  • Lead the preparation, maintenance, and implementation of the organisation's Treasury Strategy and Policy.
  • Continuously reassess the organisation's treasury position, responding to changes in the capital programme and financial markets to optimise financing options.
  • Manage cash flows, short-term investments, short-term borrowing, and long-term borrowing.
  • Advise the Director of Finance on the optimal timing and duration of long-term borrowing (e.g., from PWLB sources).
  • Create and publish treasury reports to inform members of treasury activity and lead the creation of the annual Treasury Management Strategy Statement.
  • Oversee the banking team and functions, providing strategic leadership and ensuring efficient service delivery.
  • Support the S151 Officer with constitutional responsibilities related to treasury management, statutory reporting, and financial decision-making.
  • Monitor and review the performance of service suppliers, including the organisation's banker and treasury advisors, ensuring effective service delivery and timely contract re-let.
  • Collaborate with internal and external auditors, supporting their work within the treasury and banking teams.
  • Deputise for the S151 Officer and Deputy S151 Officer when required.

Required Qualifications and Experience:

  • Degree-level qualification or equivalent, along with relevant experience in a senior treasury or finance management role.
  • Membership of an appropriate professional body (e.g., CCAB, treasury qualifications) or significant experience in treasury management.
  • Proven experience advising senior stakeholders, such as trustees or directors, on treasury matters.
  • Exceptional analytical and communication skills, with the ability to navigate complex and politically sensitive environments.
  • Strong interpersonal skills, with experience working with high-level internal and external stakeholders.
