About the Role:

We are seeking an experienced Lead Finance Business Partner to oversee the capital finance business partner team and take the lead on HRA Capital Development & Acquisitions. The successful candidate will play a key role in providing strategic oversight and direction for the Council's capital programme, including both the General Fund and HRA (Housing Revenue Account).

You will be responsible for leading a team of two Finance Business Partners and two Assistant Finance Business Partners, ensuring efficient financial planning, modelling, and budget monitoring for capital projects. The role will initially focus on budget monitoring for the last quarter of the year and preparations for year-end close-down.

Key Responsibilities:
  • Lead and manage the capital finance business partner team.
  • Take the lead on HRA capital development and acquisitions, including financial modelling for developments and acquisitions.
  • Oversee capital accounting processes and ensure compliance with funding strategies.
  • Provide strategic direction for both the General Fund and HRA capital programmes.
  • Work with the Council on the 2025/26 to 2029/30 capital programme, preparing for Cabinet and Council reviews.
  • Budget monitoring and year-end close-down preparation for the capital programme.
  • Assist with the implementation of Oracle Fusion (specifically the Projects module) as the Council has gone live with this system in May 2024.
About You:

We are looking for a candidate with the following experience and skills:

  • Capital Accounting Knowledge: Essential experience in capital accounting, specifically related to HRA developments and acquisitions.
  • Financial Modelling: Strong knowledge of financial modelling for capital programmes, including GLA grant schemes and rent rules for various funding strategies.
  • Team Leadership: Experience leading and managing teams to deliver on strategic financial objectives.
  • Oracle Fusion Experience (Desirable): Familiarity with Oracle Fusion, particularly the Projects module.
  • Strategic Financial Oversight: Ability to provide oversight and direction for complex capital programmes across the General Fund and HRA.
