Our Client Westminster Council, is looking for an Independent Reviewing Officer to join their Team.

The Independent Reviewing officer role has two clear and distinct functions around completing high quality statutory reviews for Westminster's Looked After population of children & young people as well as monitoring the child's case on an ongoing basis. The post-holder will provide an effective care planning and review service through the independent monitoring of the Local Authority's care plans for all individual LAC children and young people.

The role of the IRO is a specialist post that stands alone within the Local Authority. It is a role that involves challenging senior managers and seeking legal remedies for any failure of the local authority in their responsibility towards looked after children.

The IRO has two clear and distinct functions around completing high quality statutory reviews for Westminster's Looked After population of children & young people as well as monitoring the child's case on an ongoing basis. The post-holder will provide an effective care planning and review service through the independent monitoring of the Local Authority's care plans for all individual LAC children and young people.

To be responsible for ensuring that children and young people participate within their review meetings; their views & wishes are listened to and responded to; promoting and supporting best social work practice across all Looked After services within Westminster; and working effectively in partnership with senior management and frontline social work teams to ensure best outcomes for all Looked After children.

The IRO has a duty to monitor the performance of the local authority's function as a corporate parent and to identify any areas of poor practice, either individually or collectively and ensure that any concerns are alerted to senior managers. Equally important, the IRO should recognise and report on good practice.

The Independent Reviewing Officer supports the Service Manager in providing leadership for their service, assisting in the development of policy and strategy, providing core training & development programme to all social work staff in relation to Looked After children's research and practice, ensuring the Independent Reviewing Officer service is effective, reflects statutory requirements, adapts to change and delivers good outcomes for children and young people.

The post holder takes responsibility for ensuring the Department has a high quality professional service, has a role in planning services and minimises risk both to service users and to the City Council.
