Cedar are recruiting a Learning and Development (L&D) Change Consultant for a national transport business based in Central London. This is a 12 month day rate position (Inside IR35) offering hybrid working and an opportunity to create new business initiatives to improve company performance and efficiency.

The role involves supporting HR change initiatives with a focus on training, learning and development (L&D), early talent engagement, and change management.

Key responsibilities include:

  • Delivering training and providing related administrative support.
  • Acting as an HR lead on projects to mobilise, embed, and sustain L&D and change initiatives, while managing risks and ensuring ROI within budget.
  • Designing frameworks for apprenticeships, graduate programs, and work experience schemes in collaboration with stakeholders.
  • Building partnerships with schools, colleges, and institutes to promote brand awareness and drive targeted early engagement plans.
  • Aligning recruitment initiatives with positive and inclusive practices by working closely with the Talent Acquisition team.
  • Supporting employment relations and well being programs aligned with HR strategy and organisational values.
  • Analysing data to inform decision-making and recommending actionable strategies.
  • Sharing insights and best practices across the organisation and within industry forums to promote continuous improvement.

Required Experience:

  • Project delivery within a matrix organisation.
  • CIPD qualification with post-qualification experience in HR strategy and operational initiatives.
  • Familiarity with employment law, HR policies, and change management models.
  • Experience engaging with stakeholders, including Trade Unions, and rolling out new initiatives.
