About the Role:

A local authority is seeking a highly skilled and motivated Data Governance Manager to lead the development, implementation, and continuous improvement of data governance practices within its Housing Service. This pivotal role will support the delivery of excellent homes and housing services by ensuring data is managed effectively, safely, and in compliance with national standards.

The successful candidate will be responsible for creating and driving a comprehensive data governance framework, establishing best practices, and ensuring that data across the Housing Service is accurate, secure, and used to drive informed decision-making. The Data Governance Manager will work closely with stakeholders across the organisation to promote a data-driven culture and ensure that data management is embedded in routine practices.

Key Responsibilities:

  • Develop and Implement Data Governance Frameworks: Lead the creation and enforcement of a data governance framework aligned with the local authority's strategy and objectives, ensuring effective data policies, processes, and standards are followed throughout the Housing Service.
  • Lead Data Governance Solutions: Oversee the design and implementation of practical data governance solutions that support organisational needs, establishing clear oversight for knowledge and information management and implementing a robust strategy for the same.
  • Create Data Recording Standards: Develop and enforce data recording standards that ensure accurate, compliant, and business-relevant records, in line with national standards.
  • Support Asset and Person Data Strategies: Contribute to the development and implementation of asset and person data strategies, ensuring alignment with data governance and framework requirements.
  • Optimize Data Lifecycle Management: Apply data governance principles to ensure the safety, security, and value of data across its lifecycle, from creation to disposal.
  • Promote Data Management Competencies: Drive the implementation of data management practices, such as data quality assurance, metadata management, master data management, data modelling, and strategy development.
  • Establish Data Quality Standards: Define and establish data quality standards, collaborating with teams to ensure that data is accurate, consistent, and complete. Oversee data validation and cleansing processes.
  • Advocate for Better Data Use: Champion a culture of data-driven decision-making, particularly around sensitive data management, safeguarding, and supporting tenants with diverse needs.
  • Foster Data Literacy: Design and deliver training programs to promote data literacy and a greater understanding of data governance principles across the organisation.
  • Catalogue and Monitor Data Assets: Identify and manage key data assets that are essential to operations, ensuring data is catalogued, monitored, and effectively utilised.
  • Establish Ownership of Data: Define clear roles and responsibilities for data ownership across the local authority, ensuring clarity in governance through the use of a RACI matrix.
  • Integrate Data Governance into Routine Processes: Ensure data governance practices are incorporated into daily operations, becoming part of the routine processes across the Housing Service.
