A Council in London are seeking a Programme Manager to lead two major programmes as part of their transformation. You will work on their corporate restructure which focuses on the restructure of their IT function and on their customer experience project, re-engineering the processes and systems that define the customer journey for individuals engaging with the council.

The role will require you to be on site 2 days a week and is for 12-18 months initially.

Requirements

  • Develop robust business cases for projects or programmes primarily focused on savings projects and improvement projects that stand up to scrutiny and are achievable in reality
  • Develop strategies for efficient and effective delivery of agreed programmes.
  • Develop, implement and review project management and improvement processes that enable achievement of outcomes to be demonstrated efficiently.
  • In partnership with services, develop, implement and monitor plans for areas where improvement is required, including plans to meet inspection requirements.
  • Maintain a programme and project management system that supports the internal management of the Council, external benchmarking & inspection and the requirements of statutory regulators.
  • Ensure the Council makes effective use of software & systems to streamline and automate reporting where possible.
  • Keep under review and develop the structures, procedures and working methods for which the post holder is responsible to ensure an integrated, effective and efficient approach to the delivery of services.
  • Ensure that working practices and processes are developed that maximise the use of new technology to ensure efficient and effective delivery of services, including automation of reporting wherever possible.

Experience Required

  • Substantial experience of working at the heart of a local authority.
  • Demonstrate the maturity, high levels of inter-personal skills and insight needed to be a credible adviser to senior officers.
  • Experience working on digital programmes, particularly relating to customer journeys and experiences.
  • Experience in negotiating at a senior level.
  • Experienced in implementing organisational change.
  • Substantial experience of developing & implementing evidence based improvement plans including consultation, participation and dialogue with internal and external stakeholders.
  • Substantial experience and a proven track record of successful project management, contributing to improvement, in a complex field, including managing project teams.
  • Experience of using data and information to meet identified objectives.
  • Excellent analytical skills and the ability to prepare clear and concise reports on complex issues and in formats suitable for a variety of audiences
