Venn Group’s public sector legal team is working with a South East Local Authority, seeking a Contracts and Procurement Lawyer to provide specialist legal support on commercial and procurement matters. This role offers a flexible part-time working arrangement, ideal for candidates seeking a reduced workload while still handling complex legal work within a public sector setting.

Job Overview:

The successful candidate will provide expert legal support on contract and procurement matters, including advising on large-scale commercial agreements, drafting and reviewing contracts, and ensuring compliance with regulatory and governance frameworks.

Key Responsibilities:

  • Manage a caseload of commercial, contracts, and procurement matters, advising on all legal aspects of the council’s procurement activities
  • Draft, review, and negotiate contracts for goods, services, and works, ensuring compliance with statutory requirements and council policies
  • Provide legal advice on procurement law, subsidy control, and contract management, supporting council teams at all stages of the procurement process
  • Support large-scale procurement projects, ensuring they align with Public Contracts Regulations 2015 and the Procurement Act 2023
  • Ensure that governance processes are in place to enable risk-minimised decision-making on procurement and contract management
  • Advise on contract standing orders, financial regulations, and governance requirements
  • Provide legal support in the event of contract disputes or procurement challenges
  • Attend council meetings as a legal adviser, offering both procedural and legal guidance to officers

Requirements:

  • Qualified solicitor, barrister, or FILEx Legal Executive with experience in contracts and procurement law
  • Previous experience in public sector or private practice, managing a procurement and commercial contracts caseload
  • Strong knowledge of public procurement regulations, subsidy control, and contract law
  • Experience drafting and negotiating complex commercial agreements
  • Ability to work independently in a part-time role, balancing priorities effectively
  • Strong stakeholder engagement skills, with experience advising senior officers and councillors
