This role is pivotal in supervising and maintaining all maintenance and planned schemes of work allocated by the Highways Manager, ensuring that the borough's highways are kept in excellent condition.



Key Responsibilities:

  • Co-ordinate the implementation of schemes of work related to repairs and improvements to all highways within the borough.
  • Inspect, monitor, and report on the work carried out by contractors to ensure effective delivery of reactive maintenance contracts.
  • Review budgets for schemes of work, distribute work orders to contractors, and manage financial aspects of assigned projects.
  • Draw up and issue defect notices to external contractors as necessary.
  • Maintain daily records and progress reports of all allocated schemes of work.
  • Conduct site visits with contractors to assess progress and completion of works.
  • Ensure highest health and safety standards and minimal inconvenience to the public during site visits.
  • Stay informed on changes to the Highways Act 1980 and relevant legislation.


Job Requirements:

  • Experience in highway maintenance and improvement schemes.
  • Strong knowledge of the Highways Act 1980 and relevant legislation.
  • Excellent communication skills, both written and oral, to present complex information clearly.
  • Proven track record in contract coordination, project management, and financial management within a contract environment.
  • Proficiency in the use of IT systems related to highways management.
  • Ability to prioritise and work effectively under pressure within tight schedules.
  • Analytical and problem-solving skills to develop strategic and practical solutions.
  • Qualification in Engineering or Transportation is desirable.


Work Environment:

  • Combination of office work and regular site visits within the borough.
  • Daily contact with various stakeholders including officers, councillors, contractors, residents' groups, and outside agencies.
  • Potential exposure to hazards during site visits and requirement to travel for meetings.
  • Availability for emergency services outside of normal working hours on a rotational basis.
