Job Purpose

The purpose of this role is to provide strategic leadership to a significant group of related teams that provide services protect the public and improve the safety of Barking & Dagenham. The post holder will provide clear leadership and management direction to achieve the strategic development and operational delivery of the following services:

  • Regulatory and Enforcement services including Private Sector Housing, Environmental Health, Environmental Protection, Health and Safety, Licensing, Trading Standards, Planning Enforcement functions and Barking Market.
  • Community Safety Partnerships and Operations
  • Resilience/Emergency Planning Civil Protection

The interim post holder will provide strategic direction on the future operating model for the delivery of enforcement and regulatory services.

Role Accountability

The post is accountable for:

  • Setting the strategic direction for Enforcement Services, ensuring a robust business plan is in place that supports good performance, the development and growth of the service and ensures it is financially sustainable.
  • Providing strategic direction to senior officers and Members on effective management of Council enforcement services
  • Developing and leading effective relationships with internal and external partners, clients and customers and be accountable for the development and implementation of operational service delivery.
  • Providing the vision and drive to bring a range of different service areas, cultures, and ways of working into one unified, holistic service and ensure that services are addressing evidenced need, identifying and delivering best practice and constantly striving to improve outcomes for customers..
  • Managing complexity whilst removing unnecessary processes and systems to create leaner, efficient services. Challenging ways of working, developing, and embedding new commercial cultures and skills to deliver required outcomes.
  • Managing significant delegated budgets and resources on behalf of the Council, ensuring they are used in a way that demonstrates value for money, maximises income, delivers intended outcomes and are compliant with statutory and financial regulations
  • Ensuring that all legislative requirements, Council policies, Constitution rules, protocols and financial regulations and other requirements of the Council are complied with, including those relating to Health & Safety.
