The Greater London Authority (GLA) are looking to recruit a Project and Programme Officer within their Clean Energy Strategy Team on an interim basis until 31st March 2025.

You will play a key role in decarbonising London by 2030. You will collaborate with a wide range of stakeholders including GLA Group organisations, central government, and the London Treasury to drive forward London’s renewable energy initiatives.

Day-to-day of the role:

  • Manage a portfolio of energy and digital projects, leading on specific Mayoral projects and programmes.
  • Procure and manage consultants and contractors, ensuring resources are managed in line with GLA policies.
  • Build and maintain partnerships to support the delivery of the Mayor’s Net Zero Energy policies and programmes.
  • Develop key statutory and non-statutory strategies and policies through research, analysis, option appraisals, and consultation.
  • Establish and maintain systems and processes for the effective implementation of strategies and delivery of key projects.
  • Maintain communication on technical and policy matters with key stakeholders including GLA colleagues, government departments, and energy networks.
  • Conduct strategic horizon scanning and stay updated on legislative, technical, and policy changes relevant to the portfolio.
  • Represent the Mayor’s policies and objectives at external conferences, seminars, and meetings.

Required Skills & Qualifications:

  • Proven experience in renewable energy procurement and managing utility contracts.
  • Strong background in project management within the energy sector.
  • Excellent stakeholder management skills, with experience working with a variety of organisations and government bodies.
  • Ability to develop and implement strategic policies and programmes.
  • Strong analytical skills with the capability to conduct research and analysis to form a sound evidence base.
  • Excellent communication skills, capable of effectively presenting and disseminating information to a diverse range of stakeholders.
