Main purpose of the job

Our Programme Manager will ensure the successful delivery of our strategically significant Payroll Service Improvement Programme. This will involve overseeing all phases of the programme lifecycle, from planning to execution, ensuring that programmes are completed on time, within scope, and on budget. The role requires effective leadership, management of senior stakeholder expectations, and proactive handling of risks and issues. The Programme Manager will also be responsible for ensuring that the anticipated benefits of the programme are realised. This role requires an individual capable of working across boundaries, influencing without direct authority, and applying best practices in programme management to deliver meaningful change.

Qualifications, experience and knowledge

  • Proven experience delivering significant finance programmes and projects across people, process, or technology within a large complex organisation.
  • Effective management of programmes using a variety of programme and project management methodologies, principles, tools, and techniques.
  • Demonstrated ability to lead and inspire cross-functional, multi-disciplinary teams, influencing stakeholders at all levels—including those outside direct line management—to achieve strategic outcomes and drive collective success.
  • Effective development of detailed programme plans, ensuring effective planning and prioritisation to achieve objectives on time and within scope.
  • Managing upwards providing challenge and consistent programme information to support senior management decision-making.
  • Provide advice and support on the development of initiative-level benefits forecasts and benefits management strategies.
  • Experience of delivering programme or projects linked to Oracle EBS.
  • Professional Project/Programme Management Qualification.

Skills and abilities

  • Strong sense of ownership for complex strategic challenges, with the capability to navigate ambiguity, drive solutions, and ensure successful programme delivery through flexibility, innovation, and strategic foresight.
  • Proven ability to engage, influence, and collaborate effectively with senior leaders, executive stakeholders, and peers across the organisation. Operates as a trusted advisor, balancing consultation with decisive action to enable programme success and alignment with organisational priorities.
  • Skilled at simplifying complex processes, removing barriers, and ensuring that governance frameworks support, rather than hinder, the achievement of strategic goals.
  • Highly collaborative, able to work colleagues in a wide variety of contexts, delivering results that consider the widest needs of the organisation.
