Program ManagerLocation: London, UKLength: Start: Asap – End: 23rd January 2026Rate: £46.15 p/h (Inside IR35) Hours: 9am – 6pmOverviewWe are looking for a highly skilled Program Manager to drive outcomes for key programs by developing comprehensive, end-to-end plans, managing priorities, and working with cross-functional teams to ensure successful delivery. The ideal candidate will be a subject matter expert in program management, with experience in managing complex and ambiguous programs, influencing stakeholders, and developing new processes to optimize efficiency.Key Responsibilities:Program Development & Management:
  • Develop and execute end-to-end program plans, ensuring alignment with program goals
  • Adjust plans as needed to stay on track and achieve program objectives
  • Curate project, program, and portfolio management methodologies using best practices, processes, and tools
  • Contribute to project scoping and manage priorities and resource allocation across programs
  • Take ownership of program outcomes, including generating creative solutions to problems and reviewing options with cost/benefit analysis
Problem-Solving & Decision-Making:
  • Solve complex problems by considering multiple approaches to reach optimal outcomes
  • Manage ambiguous programs by defining and streamlining new processes and organizing tasks into clear goals and objectives
  • Build new processes, methods, and components, anticipating issues and addressing them proactively
  • Balance immediate needs with the organization’s long-term objectives in decision-making
Stakeholder Management & Influence:
  • Develop and maintain trusted advisor relationships with key stakeholders, offering support and guidance to team members
  • Influence both internal teams and cross-functional teams to work towards common program goals
  • Align resources and program direction with other teams and organizational priorities
  • Guide the integration of multiple interrelated program timelines, goals, and objectives concurrently
  • Exchange information, best practices, and lessons learned with interrelated teams to maximize efficiency and minimize rework
  • Communicate new process improvements across programs to enhance collaboration and effectiveness
Expertise & Leadership:
  • Act as a subject matter expert in program management, leveraging a comprehensive knowledge of best practices
  • Understand the impacts of related processes, upstream and downstream functions within the organization
  • Continuously develop technical and business depth in the relevant domain or product area
  • Be seen as a credible authority within and outside the organization
Qualifications/Experience:
  • 7+ years of experience and qualifications in public policy or related field
  • Degree in public policy or related field, Administrative experience
  • Stakeholder management, Executive communication, Project management, Legal understanding
  • Proven experience in program management, managing complex and cross-functional programs in an ambiguous and fast-paced environment
  • Strong understanding of program management methodologies, tools, and best practices
  • Excellent problem-solving skills, with a track record of generating creative solutions and navigating through ambiguity
  • Ability to influence and guide teams, build relationships, and align resources to meet program goals
  • Expertise in managing interrelated program timelines and objectives
  • Strong communication and collaboration skills, with the ability to engage stakeholders and drive alignment
  • Overseeing legal and operations teams
  • Technical/business depth in the relevant domain/PA, with a credible reputation inside and outside the organization.
