- To provide professional procurement resource to support and advise internal and external partners such that all LBM procurement decisions deliver:
- Council objectives by demonstrating value for money
- Synergies with the Council's MTFS
- The effective use of resources
- Expenditure that is managed strategically to achieve social and community benefits
- Continuous improvement in service delivery
- efficiency savings through the implementation of category management
- To assist in the implementation of the Commercial Services Business Plan, the Council’s Category Management approach and its Make vs. Buy agenda by providing a professional procurement service to all clients across the Council.
- To work alongside clients to assist in the delivery of the Council’s MTFS.
- To work alongside clients, primarily on medium to high value-risk procurements and guide clients through procurement governance, legislation, use of the e-tendering portal, etc. (with the support of a Category Advisor where appropriate).
- To lead, shape and steer the delivery of individual procurement projects. This will include but is not limited to leading tendering projects, pre- and post-implementation evaluation, supplier selection, contract award recommendation and category management for specified procurement areas. Post holders will have responsibility for maximising savings and efficiencies from goods and services while ensuring appropriate levels of quality. Post holders may have expertise within specific service areas but will be responsible for delivering procurement projects for a range of different categories/services across the Council.
- To be responsible for spend analysis, working alongside Category Managers and Category Advisors to develop and deliver Category Plans. Ensuring that a wide variety of data and information is actively used to shape, drive and deliver improvements in procurement across the Council. Post holders will work proactively with colleagues including senior managers to embed the use of data in effective decision-making.
- To research good practice and develop benchmarking information from across the wider procurement environment. The post holder will be proactive in communicating key information across the organisation, which will include writing reports/briefings for senior officers and members.
- To actively contribute to the increased commercial skills of colleagues throughout the Council, in particular implementing a new self-service model for low value or less complex procurements. This includes responsibility for one-to-one training of e-tendering systems etc.
- To lead the development of streamlined procurement systems and processes across the council, maintaining and developing procurement guidance. Ensuring that the intranet is kept up to date / ensuring templates are up to date etc. as well as facilitating communications.
- To support Commercial Services in ensuring robust data protection and information governance from the Council’s suppliers.
