Description

PURPOSE OF ROLE:

  • Provision of professional quantity surveying services to the Repairs and Maintenance team.
  • Provision of a commercial management service that implements effective and stringent cost control over external contractors.
  • Ensuring that contracts deliver value for money and quality services.
  • Working collaboratively with the Housing Asset Management department to ensure effective delivery of contractors to deliver all services for the Asset and Property investment teams.
  • Management of cross directorate referrals cost control and budget profiling.

KEY ACCOUNTABILITIES:

To provide a high quality, commercially focussed quantity surveying function to the Capital delivery team.

  • Accurate measurement of works
  • Estimating, paying particular attention to time allocation and materials.
  • The accurate valuation of works and variations
  • Detailed cost analysis, options appraisal, and recommendations.
  • Management of the commercial rates, ensuring that colleagues and contractors use the relevant rates and agreed evaluation methods.
  • Provision training/guidance to ensure compliance.
  • Analysis and financial management of all contracts.
  • Development of the budget, working with the head of service and managers to derive the requirements.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  1. Knowledge of Building Regulations, EU Procurement Directive, methods of measurement, and associated legislation and relevant national, regional and local policy.
  2. Comprehensive knowledge of schedule of rates, and work valuation methods and principles.
  3. Knowledge of procurement options and the various conditions of contract that are in use.
  4. Ability to develop effective working relationships.

ESSENTIAL QUALIFICATIONS:

  • BSc in Quantity Surveying or similar qualification
  • Evidence of continuous professional development ie RICs membership
  • Demonstrable experience in a similar role/sector
  • Sound knowledge of Microsoft and finance ICT packages
