Senior Quantity Surveyor
Location: Potters Bar or East London.
Coverage: UK (London & Home Counties) - M25 Corridor.
Salary: £80,000 + £5,500 Car Allowance & Associated Benefits.
Must hold clean UK Driving Licence.
**Will be required to be in Potters Bar 3 days per week**.
My client is a Multi-Utility Contractor with projects running across the Power/Water/Gas and Telecoms sectors – they are now looking to add an experienced Senior Quantity Surveyor who holds their JCT and NEC (optionA) with demonstratable knowledge and main contractor experience on multi-million end-to-end ownership and delivery from tender stage to handover within the civils re-instatement and utilities sector.
Role Description:
To assist as directed to establish, implement, and manage pre & post contract commercial and procurement management and reporting systems and procedures across a wide range of civil engineering and utility contracts. Reporting to the Senior/Chief Quantity Surveyor & responsible for the evaluation, negotiation, management, and mitigation of commercial and contractual risks for the contracts.
Principle Duties and Accountabilities:
Responsibility for the day to day running of the commercial and contract administration of specifically assigned power projects and/or Framework contracts. These projects range from relatively small contracts through to some very high value projects. The responsibilities start from the onset of any project which includes but not limited to the following:
I. Management of Subcontractors, including negotiation of rates, reconciliation of tender / Subcontractor rates, agreeing variations and assessing applications.
II. Tender Submissions which include preparing, negotiating, and analysing costs for tenders, review of terms and conditions, clarifying tenders preparing subcontract tender packages if required, evaluate subcontract responses.
III. Contract administration through preparation of monthly valuations, variations control, arranging for payment, contract administration and preparation and assessment of claims if require.
IV. Cost reporting which will include preparing monthly reports analysing cost v value for our monthly CVR’s.
The role of the Quantity Surveyor is to assist in managing cost effectiveness from the initial stages of the project to the final costs. This will include responsibility to minimise the costs of the project and enhance value for money whilst working with the team to ensure that the project meets all legal and quality assurance requirements.
Roles and Responsibilities:
• Attendance at company and external Contract Handover, Progress Review and Operational meetings.
• Ownership of assigned Contracts, responsible for ensuring Contract administration in accordance with the company Integrated Management System (IMS) and Contract Terms & Conditions.
• A good working knowledge of both NEC Option A and JCT forms of contract.
• Site visits and progress review meetings as required.
• Commercial and contractual support to Project Managers and Site Agents
• To promote the services of the company whilst carrying out your duties to assist in creating new business.
• Proactive problem solving.
• Maintain an up to date understanding of technical, contractual, and commercial developments.
Skills:
• Previous experience of civil engineering and utility contracts at a Quantity Surveyor Level.
• Customer aware and innovative, capable of maximising contract benefits for mutual and long-term benefit.
• Track record or exceeding business targets and KPIs.
• Ability to identify and resolve problems at an early stage.
• Able to lead, set up and manage site-based commercial and reporting systems.
• A ‘Hands on’ approach with proven ability to run own jobs.
• Accurate with good attention to detail and highly organised.
• Experience in NEC option A and JCT forms of contract.
• Ability to bring together the operational and commercial staff to work as a unit.
• A competent negotiator, skilled communicator.
• IT literate and experienced in working with MS Office and other applications and Cost Control Systems (e.g., Evision)
• Experience of the standard forms of contract within the industry, i.e., JCT, NEC, Bespoke contracts.
Qualifications / Competency:
• Degree in Quantity Surveying or equivalent (this qualification is not a necessity).
• CSCS card.
• A Minimum of eight years’ experience in the role of a Quantity Surveyor.
- Excellent working knowledge of JCT and NEC (Option A) forms of contract.
Essential requirements are:
- Candidates need to have civil and utilities experience. They need to have run and had end-to-end ownership of projects themselves.
- Experience of high value projects- someone who has previously reported into commercial manager or director.
- Need to be able to work on own with limited supervision so someone with 5-8 years’ experience.
- NEC (OptionA) or JCT Contract experience is essential.
