Senior Quantity Surveyor - Design

Project Location: Euston Station, HS2 project

Job Overview:

As the Senior Quantity Surveyor, you will be responsible for overseeing and managing the cost and contract management aspects of the design phase of a major infrastructure project. This role will focus on ensuring financial targets are met and contractual obligations are maintained while guiding the project through its design and pre-construction phases. Your expertise in design-related commercial management will be crucial for the successful delivery of this high-profile project.

Key Responsibilities:

  • Administer contractual terms and conditions for design consultants and contractors.
  • Manage and oversee incentivisation arrangements for design partners where applicable.
  • Evaluate Early Warning Notices (EWNs) and compensation events related to the design phase.
  • Provide cash flow forecasts for design-related costs and report on expenditures.
  • Oversee the change management process, ensuring design changes are cost-assessed and risks are evaluated.
  • Produce monthly consolidated cost and expenditure reports specific to design deliverables.
  • Handle contractor and design consultant claims, including adjudications and recommendations for settlement.
  • Manage the finalisation of design consultant accounts and assist with contract close-outs.
  • Review and administer consultant, supplier, or contractor instructions related to design changes.
  • Conduct audits of design costs and ensure proper management of financial contingencies.
  • Oversee the management of design risk allowances and ensure alignment with project timelines.
  • Assist in the preparation of tender documentation for the design phase and subsequent contractor engagement.
  • Support the cost analysis of design bid returns and oversee open-book tender returns.
  • Ensure design-related payments are processed efficiently and in accordance with contracts.
  • Assist in identifying cost implications for any design changes and support the change control process.
  • Prepare final accounts for design consultants and contractors involved in the design phase.

Technical Skills and Competencies:

  • Proven experience in managing commercial aspects of large-scale design projects.
  • Expertise in NEC Contracts, particularly regarding design and pre-construction phases.
  • Proficiency in IT applications related to cost and commercial control in the design environment.
  • Strong knowledge of change management in the design phase of major projects.

Behavioral Competencies:

  • Strong leadership and team management skills, particularly in a design-focused environment.
  • Ability to see both the strategic and detailed aspects of design and cost management.
  • Confident in presenting design and commercial updates to senior management.

Qualifications and Experience:

  • Extensive experience in commercial management of large-scale design projects (£100M+).
  • RICS or similar formal qualification, or proven equivalent experience in managing design-focused commercial activities.
