The Opportunity:

The Council is embarking on a major transformation of its housing services, with a commitment to regulatory excellence and a focus on tenant-centered improvements. As the Housing Transformation Programme Lead, you will play a vital role in shaping the future of housing by driving a comprehensive re-evaluation of their housing operations, repairs, maintenance, and overall service lifecycle.

Key responsibilities in this role include:

  • Programme Leadership: Oversee the transformation of housing services to align with the council’s operational and cultural vision, promoting excellence and unity across all housing functions.
  • Governance Development: Establish and manage a Programme Management Office (PMO) to ensure accountability and transparent decision-making throughout the transformation process.
  • Discovery & Analysis: Conduct a detailed analysis of housing operations, identifying key areas for improvement in alignment with regulatory expectations and best practices.
  • Stakeholder Engagement: Build strong, collaborative relationships across housing functions to break down silos and create an integrated service delivery model.
  • Regulatory Compliance: Lead transformation activities to meet Housing Regulator standards.
  • Change Management: Drive cultural change initiatives to foster a cohesive, forward-thinking housing service that staff embrace and champion.
  • Performance Tracking: Develop KPIs and robust reporting mechanisms to monitor and ensure continuous improvement across operations, repairs, and maintenance.

About You:

We’re seeking a dynamic leader with a robust background in housing transformation, regulatory compliance, and programme management. The ideal candidate will bring:

  • Extensive experience in housing transformation: Proven success in large-scale housing programmes, ideally within local government or housing associations.
  • Programme Management Expertise: Strong skills in setting up and leading a PMO, with a focus on governance frameworks that promote clear decision-making and accountability.
  • Analytical skills: Experience conducting in-depth reviews and making recommendations to drive improvements based on housing regulations and best practices.
  • Change Management Leadership: Skilled at leading cultural and operational change, with a collaborative approach to integrating siloed housing functions.
  • In-depth Regulatory Knowledge: Understanding of the housing regulatory environment, with experience ensuring compliance and responding to regulator-identified improvements.
