Private Sector Housing Officer - HMO Licensing & Enforcement?? London (Hybrid: 2-3 days WFH)?? £40-£45 per hour (Umbrella)?? 6-Month Contract (Likely to Extend)

We’re working with a London borough looking for an experienced Private Sector Housing Officer to join their team on an initial 6-month contract.

This role focuses on HMO licensing, enforcement activity, and HHSRS inspections. You'll be responsible for conducting site visits, carrying out risk assessments under the Housing Health and Safety Rating System (HHSRS), and taking enforcement action where necessary—including the service of notices and issuing Fixed Penalty Notices (FPNs).

Key Responsibilities:

  • Carry out inspections of private sector properties, including HMOs

  • Assess properties using the HHSRS

  • Investigate complaints and take enforcement action where appropriate

  • Process HMO licence applications and ensure compliance

  • Issue legal notices and FPNs in line with housing legislation

  • Prepare evidence and attend tribunals or court proceedings if required

Requirements:

  • Proven experience in housing enforcement within a local authority setting

  • Strong working knowledge of the HHSRS and housing legislation

  • Confident in issuing FPNs and taking enforcement action

  • Experience handling HMO licensing and regulatory compliance

  • Excellent written and verbal communication skills

This is a hybrid role with 2-3 days per week WFH, and the rest spent on inspections and office-based tasks. The contract is expected to run for at least 6 months, with a strong chance of extension beyond that.
