They are looking to hire an Outsourcing & Supplier manager.

Outline Description

  • Responsible for the design, delivery, onboarding and ongoing management of the Supplier Framework, including the classification (critical supplier assessment) of all third-party suppliers.
  • Owning the relationship with suppliers and partnering with the relevant business area head (e.g. the Head of IT / Head of Operations) to onboard and relationship manage in BAU
  • Assuring supplier related operational resilience
  • Mitigating supplier risk
  • Ensure that the cycle of supplier reviews and audits are undertaken and executed successfully
  • Responsible for the supplier Management and performance reporting to the relevant committees and other governing bodies as appropriate.
  • Responsible for Bank wide procurement and contracts.
  • Responsible for other resilience related activities as and when needed across the wider COO function
  • Owner of Risk and Control register and assessment for Third party Supplier Risks.
  • Providing support to the Chief Operating Officer SMF24.

Key Accountabilities

  • Accountable for the development and ownership of the first line Vendor Management framework, ensuring alignment with industry best practices and regulatory obligations including FCA / PRA
  • Working closely with legal, procurement, finance and 2nd line Risk teams to ensure that appropriate supplier governance structures are in place which supports and adheres to internal policies and governance frameworks.
  • Define the departmental standards and be accountable for effective record keeping in relation to vendor engagements, e.g., contracts, change control, governance minutes, performance management information.
  • Oversee the management of vendor performance through SLA, KPI and balanced scorecard management, monitoring and trend analysis
  • Provide direction and oversight of resolution efforts when issues or contractual disputes arise. Lead resolution efforts and provide regular and concise Executive updates if a service or commercially impacting dispute cannot be resolved.
  • Develop, implement and monitor vendor improvement plans where applicable
  • Act as an escalation point for ExCo for all managed vendor engagement
  • Refine the Bank’s procurement policy and procedures
  • Oversee due diligence and contract negotiation with key stakeholders and ExCo members.
  • The accurate and timely monthly service reporting provision to Operations Committee.
  • The completion of regular vendor service reviews, in-line with the vendor management framework
  • The management of risks to ensure that all risks and associated controls are identified, fully and accurately recorded, reviewed and assessed in accordance with the requirements of the Risk Management Framework including the specific requirements of the Sourcing and Supplier Management Policies.
  • Vendor due diligence.

Committee Responsibilities (include Chair, Member and Mandatory Attendee only)

  • HR IT & Operations Committee - mandatory attendee (supplier service reporting).
  • Risk & Compliance Committee attendee and other committees as required

Experience & Knowledge

  • Experience managing large/complex Vendor management/procurement contracts within the financial/IT industry
  • Experience of working in technology environments ideally within Financial Services
  • Experience of engaging and building successful relationships with a broad range of stakeholders.
  • In depth knowledge with regards to the regulatory obligations on outsourcing within Financial Services
  • Strong understanding of both risk and change management within a complex operational environment
  • Experience of procurement and contract negotiation.
  • Previous Experience of supporting SMF24
  • Excellent leadership and people management skills
  • Excellent written and verbal communication skills
  • Able to work under pressure and meet deadlines
  • Able to demonstrate a high degree of integrity and flexibility
  • Excellent organisational skills
