Job Description: Project Surveyor for Refurbishment Projects
Client: Heritage estate with Grade 1 and 2 listed buildings dating back to the 1500s.
Project Overview:
- Location: Seven-storey French chateau style building on the riverfront overlooking Victoria Embankment.
- Features: Central staircase, large cellular offices, small non-compliant WC and kitchen facilities, retrofit lift (not access compliant), residential tenants (top two floors), barristers’ chambers (remaining floors).
- Status: Nearing end of RIBA design stage 3, marketing starts early March 2025, works projected to start October 2025 (approx. 35 months duration).
- Scope: New fully compliant lift, remodelling of WCs and kitchens, new services including comfort cooling, general refurbishment to achieve EPC rating of Category B.
Role Overview: Seeking a fully qualified Project Surveyor with relevant experience to manage the project from a client perspective. Oversight by a Project Board consisting of members and senior staff.
Responsibilities:
- Prepare meeting agendas, update reports, and documentation for the Project Board.
- Establish terms of engagement for consultants, liaising with Solicitors.
- Liaise with the Director of Estates on day-to-day project issues.
- Prepare a risk profile highlighting potential impacts.
- Recommend procurement methods and contract forms for the main contractor.
- Ensure insurances, deeds of guarantees, and warranties are in place before contract commencement.
- Call extraordinary Project Board meetings for unforeseen issues.
- Attend site progress meetings to provide client support and monitor progress.
- Issue notices of intended site activities and provide updates to tenants and stakeholders.
- Undertake regular site inspections to monitor works and ensure quality compliance.
- Act as the point of contact between the tenant and Project Board for pre-let agreements.
- Ensure key documentation is properly stored and filed, with final files lodged with the Archive Department upon project completion.
Personal Specification:
Essential Qualifications:
- Full membership of an appropriate professional body (e.g., RICS or CIOB).
- Ideally MRICS or MCIOB.
Desirable Qualifications:
- Prince 2 or Chartered membership of the Association of Project Managers.
Essential Background/Experience:
- Experience with historic buildings (Grade 1, 2, and Grade 2*) maintenance and refurbishment.
- Leading and managing large multidisciplinary teams and projects.
- Managing and monitoring budgets effectively.
- Developing detailed delivery programmes and delivering major projects on budget.
Desirable Background/Experience:
- Managing large-scale projects to listed buildings.
Essential Skills:
- Excellent project management skills.
- Strong negotiation skills and stakeholder relationship building.
- Hands-on asset and property management.
- Advising on building contracts.
- Intermediate IT skills (Microsoft Word, Excel, Project, Outlook, AutoCAD/Autodesk).
- Understanding of Regulatory and Health and Safety legislation related to building maintenance and construction, including fire safety.
- Experience with procurement methods and managing service level agreements and contracts.
