Overview of the Role:
We are seeking a highly skilled and proactive Building Surveyor to oversee the quality and effectiveness of responsive maintenance services. This role ensures that customer expectations, statutory and regulatory requirements, and planned investment opportunities are met efficiently. The successful candidate will also provide expert technical advice on complex repair issues and escalations.
Key Responsibilities
Team Leadership
- Support the recruitment and induction of new team members.
- Provide leadership and motivation to colleagues while ensuring effective communication within the department.
- Stay informed on industry developments in property maintenance and asset management, sharing best practices across the organisation.
Core Tasks and Responsibilities
- Manage and monitor contractors to ensure that work is delivered safely, meets quality standards, and enhances customer satisfaction while providing value for money.
- Conduct pre- and post-inspections at agreed intervals to maintain service standards.
- Ensure that all repairs are completed within target timescales and meet commitments to residents, resolving any disputes over works carried out.
- Manage disrepair cases and Housing Health and Safety Rating System (HHSRS) claims within set timeframes to mitigate financial risks and ensure prompt resolution for customers.
- Investigate and respond to customer complaints, identifying root causes and implementing measures to prevent recurring issues.
- Engage with residents regarding performance, service specifications, and potential service improvements.
- Provide technical advice and support on construction, maintenance, and repair issues to both internal teams and external stakeholders.
- Assist in the development and implementation of repair, maintenance, and improvement strategies, policies, and procedures.
- Collaborate with contractors and procurement teams to enhance the efficiency and effectiveness of maintenance services.
- Stay up to date with relevant legislation and best practices in repairs and maintenance.
- Participate in emergency and out-of-hours response arrangements as required.
- Analyse repair data regularly to identify opportunities for service improvements and inform future investment planning.
Financial Management
- Manage the responsive repairs budget to ensure spending is optimised and aligned with long-term maintenance goals.
- Authorise repair works within agreed financial thresholds and identify cases where planned works would be more suitable.
- Oversee the timely processing of insurance claims and tenant recharges.
Communication & Collaboration
- Work closely with investment surveyors to ensure a whole-life approach to property maintenance.
- Ensure tenants are consulted on service performance, specifications, and potential improvements.
- Collaborate with other frontline staff to deliver a seamless service experience for customers.
Person Specification
Qualifications & Experience
Essential:
- Significant experience within the housing and/or construction industry.
- Educated to degree or HND level (or equivalent qualification).
- Proven experience managing contractors to deliver responsive and void maintenance services.
- Strong understanding of legal and regulatory frameworks relevant to maintenance programmes.
- Knowledge of the Human Habitation Act and disrepair obligations.
- Sound technical knowledge of construction and maintenance services.
