Our client Scottish Power Renewables are currently recruiting for an Onshore Client Representative to join their team based in Lowestoft on a contract basis initially. Main Purpose of Job
The East Anglia Hub project consist of three developments, these being EA1N, EA2 and EA3. Each project shall have onshore cabling and onshore substation facilities.
The Onshore Client Representative (OCR) is a lead role that shall report into the Project Construction Manager. The role is in place to ensure ScottishPower Renewables discharges its obligations under CDM and leads our sites to the highest health, safety, and environmental standards. The Onshore Client Rep shall further establish and maintain the client management procedures, representing the client on site and supporting the packages and Principal Designer in compliance assurance. They shall implement these management procedures along with ensuring the safety, environmental and consents requirements are being carried out to the standard expected by ScottishPower.
The OCR shall ensure they encourage best in class Health, Safety and Environmental performance, and track agreed performance markers, from regular reports and site engagement.
The OCR shall support the Community Liaison Officer in developing and managing relationships with local 3rd parties, neighbours, and local residents by being involved in community engagement at various events.
They shall review the contractors Safety Management Systems and site management documentation for compliance with SPRUK and the EAHub Management Procedure. They shall support the package and department leads in onboarding contractors and mobilising them to site in an informed and compliant manner.
The OCR shall coordinate the various independent department representatives in carrying out audits and inspections on contractors SMS and the implementation of their site management documents / procedures on site. They shall arrange and manage the process and communication, including the collation of actions, agreement with packages and administration of the system.
They shall hold regular meetings with packages and contractors for keeping track of progress, close out of HS&E Actions, investigations etc. while reporting these to the senior Project Management. This shall require coordination of internal independent departments for updates on their areas of specificity and the contractors for creating a clear communication of the onshore construction activities and progress. The OCR shall also work with all the contractors to establish HS&E campaigns
Coordinate activities where a contractor is working within proximity to another or where there is potential interaction with 3rd parties. Track work parties and personnel on each site for managing simultaneous operations and reporting.
The OCR holds a particular role in the Project Emergency Response Procedure and shall therefore be completely familiar with this for reporting as required in the timeframes stated. They shall or may be required to participate in the investigation or evaluation of the investigation reports.
While focused on SPR´s Client duties, the role holder will also support the appropriate project manager with the planning, management and monitoring of the construction activities including aspects such as site mobilisation, safety coordination across all Contractors, , leading the relevant site staff and delivering the works to the agreed scope i.e. participation in the management of the contractors, material and personnel in accordance with the conditions of contract.
Write scope documents and procure Client appointed contractors and services, with the management of these works and support coordination with the Principal Contractors where required.
She/he will have a strong project management background with excellent inter-personal and communications skills. They will lead the client CDM duties onshore, whilst being a key contributor to works planning, coordination between contractors, packages, construction, and commissioning teams.
Key Tasks
• CDM, Client duties:
o Lead the Site Management team(s) in implementing the project and company Safety Management
System at the designated project CDM areas o Understand and comply with all relevant legislation with a particular focus on CDM and the compliance for the roles of Client and Principal Contractor
o Participation in the production and update of project-level procedures applicable to contractors. o Accountability for the application of the procedures mentioned above. o Assist in the preparation of relevant safety documentation for all stages of the works o Functional activities, from the Client and Principal Contractor perspective, may include conducting necessary site inductions, delivery of pertinent safety communications at site, participating in safety leadership tours, incident management and reporting and Safety Observation reporting. Review of Contractor pre-task planning documentation, including method statements & risk assessments to facilitate daily site checks to ensure activities are being carried out safely
o Act as the CDM Client Representative point of contact for the onshore sites
o Lead a CDM Client team to oversee Principal Contractors and Contractors. Plan and chair regular meetings, complete safety and environmental inspections.
o Reporting, including but not limited to collate and provide weekly and monthly reports
• Support to management of main contractors (Note: accountability for large main contracts is expected to be with Package Mangers).
o Coordination with -and support to- package managers for the planning and delivery of Site Works (by main contractors) to meet commercial conditions of contract including minimising delays and claims for variations.
• General
o Provide technical support and advice to the Client´s project team (i.e. internally) and to contractors and others on-site (externally)
o Prepare and provide site works progress reports on a regular and ad-hoc basis
o Ability to work with a high degree of autonomy and in a team consisting of Project Management, Design, Commercial, Civil, Electrical, Cable, Safety, Quality, Consents and Environmental staff whilst monitoring contractor activities
o Oversee and proactively monitor site works in accordance with ScottishPower Safety, Quality and Environmental processes and procedures. Minimise non-conformances or resolve within specified timescales.
o Provide leadership during construction works with focus on handover and takeover process between packages, construction and O&M teams
Key Criteria
• Significant experience in managing onshore construction activities with specialism in construction works for onshore electrical transmission projects
• Degree qualified in related engineering discipline
• Affiliation to a Professional Body relevant to the responsibilities described
• Knowledge of specification, design, maintenance, construction and commissioning of either civil, electrical or overhead line and cable works
• Experience in major UK onshore infrastructure construction projects
• Safety trained for managing site construction works, e.g. 5 day CITB SMSTS or equivalent NEBOSH Certificate would be beneficial
• Practical experience and knowledge of CDM 2015 Regulations, in particular the role of the Principal Contractor and Contractor roles supported by practical experience
• Fully proficient in Microsoft applications. Skilled in IT tools for interacting with colleagues based at other locations.
• Extensive experience in dealing with health and safety and environmental legislation associated with construction.
• High degree of competency in future planning.
• Proven experience in delivery of large packages/projects, including contract management, programme management, cost and risk control.
• Proactive People Manager, leader and motivator.
• Sound relationship management skills and confidence working with Senior Management.
• Excellent communication and interpersonal skills. Ability to influence and develop key project and business decisions.
• Excellent report writing, presentation skills and ability to summarize key parameters and drivers impacting the project and business.
• Ability to work, manage teams and manage decision making processes under pressure and to tight deadlines
• Sound planning and analysis skills with the ability to look forward and see / anticipate problems and thereafter plan and implements mitigating solutions to negate the effect of such problems.
• Problem solving - dealing with conflicting requirements
• High capacity for change and experience of leading others through change.
Qualification & Training
• Engineering degree or equivalent experience
• Line management experience
• Proven significant experience in construction substations, Civils, overhead line, cable projects (all disciplines) up to 400kV.
• Skills in use of MS Outlook, Word, Excel, PowerPoint, Document management and Programme management packages
• Knowledge of Transmission Operator, DNO health & safety requirements and technical compliance
