Connect2Luton are excited to recruit a Senior Accountant on behalf of Luton Borough Council.

Main purpose of position:

Provide an effective accounting service to the Partner Department.

Provide in-depth financial support, advice and information within allocated functional areas.

Provide accounting services which are accurate, timely, consistent with corporate financial policy and practice, best professional practice and all pertinent legislation and financial regulations.

You will be responsible to:

  • Take operational responsibility and accountability for a substantial distinct area of the Council's accounts, that includes complex accounting rules and regulations and complicated budget areas.
  • Provide professional advice, support and challenge to budget holders, senior managers, chief officers and members through quality financial information and provide complex solutions to ensure value for money is obtained. Undertake training on aspects of finance to ensure professional standards are maintained and best practice is strengthened.
  • Lead, manage, develop, inform and motivate employees within the team to ensure the efficient, cost effective and responsive delivery of financial and accounting service. Monitor the performance of team members and take action in the event of under performance.
  • Undertake specialist project work of a complex nature , preparing reports, representing accountancy services on working groups including some external groups and providing financial management and related expertise as and when required.
  • In conjunction with the Finance Manager ensure there is continued review of and development of the accountancy service taking into account changing needs of the service through legislation.
  • Deputise for the Finance Manager in the management of the Finance team as required.

Skills and Experience:

  • Demonstrable experience of undertaking projects, policy/strategy development and implementation of accounting advice
  • Numerate and analytical with the ability to interpret, present or write complex financial reports and presentations to non-experts in a clear and comprehensible manner
  • Able to lead, motivate, enthuse, inform and develop others and have excellent interpersonal and communication skills
  • Able to manage using performance management techniques, problem solving and project management techniques & able to manage change and respond flexibly to situations to meet tight deadlines
  • Able to consult with, persuade and influence a wide range of senior officers, managers and, and members
  • In depth knowledge of accountancy principles and practice
  • Qualified accountant (CCAB) - i.e. CIPFA, CIMA, ICA, ACCA - or part-qualified with extensive experience and able to demonstrate continuing professional development
