Connect2Luton are excited to recruit a Senior Change Analyst on behalf of Luton Borough Council.
Main purpose of position:
Provide specialist expertise to undertake investigations and analysis of business activities.
The role will be focused on defining and agreeing design options for process and operational service delivery to ensure robust and sustainable implementation of these new approaches. Lead on providing analysis and knowledge in order to ensure decision-making is based upon sound and robust evidence.
You will be responsible to:
- Lead process improvement workshops to enable the successful delivery of the Luton Excellence & Transformation & Technology Service Programme.
- Conduct stakeholder interviews, documents analysis, business process reengineering and workflow analysis exercises across the entire council.
- Redesign services and processes applying financial modelling and data analysis techniques to communicate complex information which may be sensitive or contentious to ensure that the council and its partners have access to appropriate evidence to inform decision making.
- Analyse evidence and data to test hypothesis and prepare findings to an accurate and high standard and evaluate management information to inform decision making in Luton.
- Develop meaningful recommendations to aid decision making with national and local policy for all levels of management and staff within the organisation and to communicate the findings of research results in a manner which assists diverse audiences to clearly understand concepts, conclusions and their importance.
- Manage projects and deliver the research projects effectively, professionally and successfully, within agreed timescales and financial limits.
- Provide training and support in relation to research and analytically techniques to LBC and staff from a range of organisations as necessary.
Skills and Experience:
- In depth experience of successfully managing process improvement and service redesign in a Business Analyst capacity to enable the delivery of transformational change projects
- Demonstrable experience in risk, change and stakeholder management
- Able to assess the effects of current or planned service delivery models and policy on existing operating practices
- Able to plan, organise and manage own workload with minimal supervision and as part of a team and other resources to meet often conflicting targets and achieve specific business outcomes
- Strong problem-solving skills; able to analyse processes and interpret large volume of complex data to identify patterns, trends and inconsistencies and to produce meaningful statistics in a format that is easily assimilated by non-statistical persons
- Able to consult, challenge, influence and negotiate effectively with a wide range of people and present reports and undertake formal presentations in a clear and comprehensible manner
- Business process re-engineering techniques, lean methodology or improvement tools and techniques
- Knowledge of statistical techniques and methods
- Training or verifiable experience in data manipulation and modelling techniques
- Ability to travel within and outside the Borough and to attend meetings outside of normal business hours (3 times per month).
