Connect2Luton are excited to recruit a Strategic Flood and Water Manager on behalf of Luton Borough Council.

Main purpose of position:

To lead the Authority's statutory duties and associated functions in relation to flood risk, sustainable drainage and wider water environment.

To manage development and delivery of capital projects to mitigate flood risk and improve the water environment.

You will be responsible to:

  • Lead on development and implementation of relevant functions consistent with the Flood and Water Management Act 2010, the Water Framework Directive and related legislation, including development of Local Flood Risk Management Strategy, Asset Register and initiation of flood investigations or relevant designations.
  • Lead on development and implementation of flood alleviation programme. Act as Project Manager and/or Senior User for projects delivered by the Council, Environment Agency, water companies and other Risk Management Authorities.
  • Develop and maintain strategic partnerships with Environment Agency, water & sewerage companies and other Risk Management Authorities / partners to channel investment form national funding sources and facilitate delivery of integrated flood risk and water management schemes and prepare appropriate funding bids.
  • Fulfil statutory consultation role on surface water drainage impacts of new developments under The Town and Country Planning (Development Management Procedure) (England) Order 2015.
  • Provide professional input on flood risk and sustainable drainage to the Local Development Framework. Lead on the selection of consultants working on flooding, drainage and other related sustainability issues, and manage those commissions as required.
  • Maintain an in-depth knowledge of all current and forthcoming legislation in connection with drainage and flooding to the benefit of the Authority. Undertake research to inform future activity.

Skills and Experience:

  • Able to communicate professionally, credibly and influentially, through multi-disciplinary partnership working with a wide range of people, both in and outside the Council
  • Able to demonstrate project management skills
  • Able to write and present concise and accurate reports with recommendations for senior management and Council Committees, using specialist knowledge, judgement and political sensitivity to promote solutions
  • Able to manage and prioritise work and resources to meet demanding service targets, competing demands for deadlines, targets and objectives, managing periods of heavy and sometimes conflicting work demands
  • Knowledge of water cycle, with particular reference to flooding issues, climate change and associated issues with an underlying understanding of the basic scientific and technical principles involved and current regulatory background
  • Relevant qualifications and training in flood risk, drainage, environmental sustainability or equivalent. Evidence of continuing professional development.Prince 2 practitioner or equivalent or commitment to train
  • Able to attend occasional meetings outside normal office hours
