Connect2Luton are excited to recruit a Temporary Accommodation Procurement Officer on behalf of Luton Borough Council.
Main purpose of position:
To be responsible for the procurement of good quality properties of a suitable type, size and location across all private sector initiatives (including Private Rented Sector (PRS); Rent Deposit Scheme (RDS); homeless prevention and accommodation on behalf of other Council departments to meet individual and business targets, raising early alerts on any procurement risks. To deliver a Housing Procurement Service to meet the Council's statutory duties under the provisions of the Housing Act 1996 part VII and related legislation. To deliver a first class, one stop customer services for all enquiries relating to property procurement from landlords and letting agents to support good practice, meeting all customer service targets.
You will be responsible to:
路To support the TA Commissioning Manager (TACM) in delivering the Temporary Accommodation Procurement Strategy.
路Procure, develop and maintain a pipeline of good quality properties of a suitable type, size and location for Assured Shorthold Tenancy, Private Sector Leasing, Rent Deposit Scheme, for homeless prevention, Children and Adult Services, Key Workers and any other client groups to meet individual procurement and business targets and will produce a surplus for the business.
路Inspect all new properties in order to ensure they comply with the Council's minimum standards and with health and safety legislation (HHSRS) and energy efficiency standards.
路Ensure landlords and agents meet the fit and proper test.
路Actively market the various private sector initiatives to as wide as range of landlords and lettings agents as possible, using all available tools and methods of communication to meet individual and team procurement targets.
路Develop and maintain advertising and marketing materials for all private sector initiatives, continually assessing their impact. Organise and/or participate in key stakeholder meetings, like Luton Landlords Forum.
路Support and assist PRSD Officers with properties for applicants in temporary accommodation who wish to move into the private sector, or social housing.
路Monitor incentives offered, and develop financial costs plans for new procurement.
路Undertake any other duties commensurate with the post, including administrative and clerical duties.
Skills and Experience:
- Demonstrable experience of working with households in housing needs preferably in a local authority environment
- Demonstrable experience of procurement of private sector housing and temporary accommodation
- Able to use word processing, spreadsheet and data base packages
- Demonstrable organisation skills- able to manage periods of heavy and conflicting work demands to meet targets and deadlines
- Ability to negotiate effectively with the private sector
- Able to interpret and apply a full working knowledge of housing legislation
- NVQ level 3 in a relevant vocational or equivalent experience or training
