Connect2Luton are excited to recruit a Head of Housing on behalf of Luton Borough Council.

Main purpose of position:

To be responsible for the effective delivery of a high-quality housing management services to the council's tenants and leaseholders. Maintain and improve the quality of life for residents living on the council's housing estates, other public sector housing and in the private sector. To manage the council's temporary accommodation portfolio to maximise income and enhance prevention and move-on to alternative accommodation. To ensure that housing, leasehold and temporary accommodation services achieve best value and are delivered within budget.

Contribute to the strategic and operational management and leadership of the Housing Division and the setting and achievement of its aims and objectives.

You will be responsible to:


Ensure the effective management of the estates, tenancies, sheltered housing, temporary accommodation, leasehold, and income collection teams

Leading and motivating the teams to provide a professional service and deliver top quartile performance targets

Represent the council at area, regional and national level in matters relating to the specialist disciplines for which the postholder is responsible

Strategically work at a high level with other Council departments, other statutory agencies and service users to ensure that services are jointly planned and strategically driven

To set and maintain housing services management control and budgets to ensure budgetary control for all income and expenditure

To ensure all work commissioned is in line with Standing Orders, Financial Regulations, Health and Safety on legislation and partnering arrangements

Monitor spend against budget, ensuring appropriate actions are undertaken to resolve budgetary problem/issues

To develop and maintain effective links with both the voluntary and statutory sector in the provision of services which are complimentary and supportive to the work of the Housing Service

Promote user access and making best use of new technology to improve customer services and improve service efficiency

To lead, develop and co-ordinate the implementation of the Council's policies and procedures for the service area, to comply with legal requirements, best practice standards, sector specific benchmarking, quality assurance and VFM

To comply with the Council's Comprehensive Equality Policy and ensure that it is implemented within the service area and amongst employees within the remit of the post

Skills and Experience:

  • Substantial experience in working in a social housing management
  • Demonstrable financial management experience and project grant submission / administration
  • Substantial experience of managing, leading and motivating staff
  • Organisational skills - able to manage periods of heavy and conflicting work demands to meet targets and deadlines
  • Able to lead and manage a group of staff ensuring the development and maintenance of professional standards
  • Advanced communication skills to be able to communication to a variety of audiences using a variety of methods
  • Able to develop and implement departmental and corporate policies and effectively disseminate the information to subordinates
  • Able to interpret and apply a full working knowledge of housing legislation and case law and legal procedures
  • Professional qualification relevant to Housing/Research or management qualification or extensive management training or experience.
  • Able to attend sites throughout the Borough
