Connect2Luton are excited to recruit a Private Sector Housing Enforcement Officer on behalf of Luton Borough Council.

Main purpose of position:

Inspect dwellings, administer awards under housing assistance schemes and undertake enforcement work for private sector housing.

You will be responsible to:

  • Inspect dwellings; prepare plans, schedules of work and reports and recommend enforcement action. Inspect completed work and assess guarantees, gas and electrical completion certificates.
  • Investigate basic and routine service requests concerning premises and persons, instigate action in accordance with regulation, including consultation with professionals, Departments and Agencies.
  • Advise on: enforcement actions where appropriate. Departmental initiatives including Decent Homes, home maintenance and energy efficiency initiatives for dwellings and affordable warmth for their occupiers. Referrals to the Council's HIA Team, Occupational Therapists, Adult Social Care including Safeguarding of Vulnerable Adults (SOVA) and other relevant agencies.
  • Actively participate in appropriate internal and external training initiatives to develop role within the Service and enable movement through the progression scheme.
  • Under the guidance of the Residential Regulatory Manager, undertake and participate in, specific projects e.g. area and street surveys; and assist in the delivery of CPD training sessions on specific issues.

Skills and Experience:

  • Demonstrable experience of inspection or assessment of building works or similar environment
  • Able to deal politely and tactfully, persuade and influence a wide range of people at all levels
  • Able to plan and organise workloads to meet deadlines
  • Able to demonstrate an understanding of the effects of discrimination on service delivery and on the people with whom you are working
  • Demonstrable knowledge of Building construction and Building services
  • Able to travel throughout the Borough and undertake building surveys, including using steps and ladders to gain access to loft and roof spaces. (Frequency daily)
