Cobalt Recruitment are working with a Project Management Consultancy in Manchester to recruit an experienced Senior Consultant, offering £50,000 - £60,000 per annum depending on experience.

This expanding organisation helps public sector construction and estates projects succeed, specialising in options appraisals, business case development, healthcare planning and operationalisation. The business has a strong pipeline of work which covers business case development, healthcare planning, strategy development and more.

The successful candidate will help to deliver the workplan and continue business growth. You will have the ability to engage with stakeholders at all levels, challenge effectively and critically analyse data and options. You will work as part of a multidisciplinary team with architects, project managers, cost consultants, contractors and clients, to make sure that the project outcomes align to project briefs, PIDs and business cases.

You will work with clients to understand their needs and to agree project scopes which will include:

  • Development of options appraisals or business cases.
  • Support the development of plans for future facilities, initially with a focus on healthcare but expanding to other sectors in the future.
  • Asset management - helping organisations to get the most value out of their estate.
  • Help clients or contractors to operationalise major schemes.
  • Data analysis in relation to a range of areas including net zero carbon, healthcare capacity and demand, project benefits, financial costs and others.

You will have/be:

  • Chartered APM or Managing Successful Programmes (MSP) Practitioner.
  • Hold qualifications or experience in healthcare and/or other public sector organisations, including operational experience.
  • Significant experience of successfully operating within multi-stakeholder environments, with the ability to challenge constructively and deliver client-led targets.
  • Experience of managing multifaceted projects or programmes end-to-end.
  • Experience of writing business cases, preferably to the HM Treasury Green Book standard but also smaller, local cases for local funding.
  • Experience in healthcare planning, understanding how healthcare facilities are designed, how to capture space requirements using data, and a good understanding of HBNs.
  • Asset management experience, with a good understanding of how organisations can make changes to maximise value and generate efficiencies.
  • Experience in managing the safe operationalisation of major capital schemes within the public sector, ideally healthcare.
  • Good understanding of the drive towards net zero carbon in the public estate and technical knowledge to support clients in acting as a NZC consultant.
