Purpose of the Role
The Regional FM Network has grown significantly over the last few years and is crucial to the effective management of Property Management; managing a national portfolio of retail parks, offices, industrial estates and residential schemes.
Savills Property Management is seeking an experience Residential Regional Facilities Manager to deliver excellent FM to our existing and future Residential instructions in the North.
They will be responsible for the management of soft and hard services, safety, compliance and occupier relationships in line with the Savills Green Charter and statutory requirements.
To be the successful candidate:
You must be an confident FM, capable of getting the most out of multi-disciplinary teams comprising of operational, site and coordinator teams plus the various internal and external teams who support Property Management service delivery.
Your approach must consider evolving practices and processes, statutory obligations, and client care; challenging what we do and how we do it. You must possess drive and determination and challenge practices to evidence best practice in the industry. There will be a drive to identify areas of potential development and create the necessary strategies to address compliance, operational and consistency development opportunities.
You will possess a high level of health & safety and operational aptitude and hands on experience of all operational systems such as CAFM, source to pay and compliance platforms.
You will be an excellent people and performance manager.
Key Responsibilities
Compliance
- Ensure compliance with all statutory and legal requirements.
- Always ensure the full set of risk assessments is held at each property and on Datastation and action plans are implemented, diligently and competently.
- Maintain a compliance rating of 95%
- Complete monthly inspections/audits for each site and upload to the system in line with target date
Operations
- Ensure high standards of cleaning, repair and presentation are achieved and maintained within property budgets
- Update Property Manager on new occupiers, space being vacated, building works
- In any dealings with occupiers, manage service satisfaction and confidence in Savills
- In the event of an emergency, attend property as soon as is possible and report back
- Review service partner performance and deal with shortcomings in partnership with Service Partner+
- Prepare and implement contingency plans to ensure adequate and suitable site attendance
- Establish and implement best practice, whilst ensuring safe working practices are always complied with
- Oversee the planned and preventative maintenance programme, developing an appropriate strategy for the property
- Pass on residents’ enquiries to the Property Manager same day
- Where required, conduct and record vacant property inspections in line with insurance requirements
- Efficient and thorough handover of existing sites between RFMs as and when required
ESG
- Make decisions and recommendations aligned to the Savills Green Charter
- Record utility consumption and report as required
- Set and implement an appropriate environmental strategy for each property including energy management
- Finance
- Prepare the first draft of the Service Charge budget for Management Surveyor 4 months in advance of year end
Finance
- Prepare the first draft of the Service Charge budget for Management Surveyor 4months in advance of year end
- Monitor Service Charge expenditure and ensure all Contract and Purchase orders are raised and managed properly
People
- Annual appraisals of all staff under your Line Management
- Line Management of Building Managers as required
- Attendance and team and occupier meetings as required
- Deliver ‘Toolbox Talks’ to onsite staff and notify onsite staff of new procedures and regulations

Skills, Knowledge and Experience
Technical experience, able to evidence:-
- No less than 5 years experience of working at senior level within FM
- Understanding of the section 20 consultation process
- Proven Residential Facilities Management experience - AIRPM or equivalent industry recognised qualification preferred
- Experience with Property Management systems such as Source to Pay, compliance systems, CAFM
- An in depth understanding of relevant health & safety legislation
- IOSH and/or NEBOSH
- Membership of IWFM/RICS
- Experienced in preparing Service Charge budgets and managing expenditure
- Excellent organisation and time management
- Self-motivated and excellent interpersonal skills
