Red Snapper Recruitment are recruiting for an IT Requirements Manager for an executive non-departmental public body of the Department of Health and Social Care.To act as the IT Requirements Manager for the Institute, undertaking the purchasing of software and IT goods. Creating technical specifications and leading upon IT tenders. Ensuring compliance with procurement and best practice procedures to ensure that best value is obtained for the Institute. Providing operational procurement guidance to the teams within NICE upon IT purchases. Project management for IT procurement projects as directed. To provide a central resource for IT purchasing knowledge and best practice.Location - Remote, occasional meetings in Manchester office.Contract - 5-month, potential extension up to 12 months.Pay rate - £188.18 PAYE / £247.20 UMB per day.Main duties and responsibilities

  • To be a lead upon IT procurement activity within the Institute
  • Contributing to the development, planning and delivery of the Institute's strategy for own and others area(s) of work to meet the Institute's organisational objectives
  • Contributing to the effective governance of the organisation, ensuring that staff understand financial control issues, the importance of financial probity and their contribution to governance
  • Acting as the main contact point for the specialist area of work and providing advice and support to directors, budget managers, other staff and with external partners
  • Establishing and maintaining effective working relationships and engagement with internal and external colleagues
  • Consulting widely to evaluate the effectiveness of the Institute's strategy in own area of work and producing reports to inform future programme development
  • Prepares plans for procurement projects within the Institute contributes to medium term purchasing strategy
  • Contributing to budgetary planning
  • Ensuring that the Institute's resources are managed effectively in line with corporate policies and statutory requirements and that optimum solutions are achieved for the Institute

Person Specification

  • Master's degree or Doctorate or equivalent level of knowledge acquired through experience and further training/development
  • Highly developed specialist knowledge across the range of work procedures and practices underpinned by theoretical knowledge and relevant practical experience
  • Experience of staff training
  • Experience of contract negotiation
  • Experience of IT procurements
