Reed are supporting a Greater Manchester Council in their recruitment to a Strategic Transportation Team Leader. In this role, you will provide effective leadership and management of the Strategic Transportation Team.

Activity will involve contributing technical input and advice in support of the Council’s Transport Policy and overseeing the Highways Capital programme aligned with the GM Transport Strategy 2040.

This position is crucial for creating an active, safe, and clean transport network where walking, cycling, and public transport are the most attractive choices for local travel.

Day-to-day of the role:
  • Lead, motivate, and manage all permanent and temporary staff in the team, including tasks related to appointment, appraisal, training and development, coaching, discipline, and customer care.
  • Procure goods and services and manage works in accordance with the Council’s Constitution, policies, and relevant legislation.
  • Prepare reports for and attend Council Committee meetings, Public Local Inquiries, Tribunals, Officer Group meetings, and meetings of other bodies and agencies as required.
  • Deputise for the Head of Planning as needed.
  • Lead on the planning, programming, and monitoring of the Council’s Transport Strategy, including policy development and feasibility of options related to active travel, public transport, freight, motorcycling, and taxis.
  • Develop and commission the Council’s capital programme to deliver strategic priorities.
  • Manage the Council’s input into the wider AGMA, Combined Authority, and TfGM Local Transport Plan Strategic Vision (2040) and associated delivery plans.
Required Skills & Qualifications:
  • Proven experience in strategic transportation planning and management.
  • Strong leadership skills with experience in managing diverse teams.
  • Knowledge of relevant legislation and compliance requirements.
  • Experience in policy development and capital programme commissioning.
