We are seeking an experienced Infrastructure and Planning Officer to manage and implement Community Infrastructure Levy (CIL) and Section 106 (S106) agreements. This role is crucial for ensuring the Council exercises its statutory and discretionary duties in line with current legislation.

Day-to-day of the role:
  • Act as the first point of contact for all CIL and S106 queries, providing timely information.
  • Manage day-to-day organisational and administrative tasks for both CIL and S106.
  • Undertake all necessary end-to-end elements required by the Council as the charging and collecting authority to implement CIL under the relevant regulations.
  • Ensure continuous quality control of data related to the monitoring, implementation, and/or enforcement of CIL and S106 Agreements.
  • Escalate non-compliance issues with CIL or S106 Agreements to relevant senior officers as necessary.
  • Facilitate the timely collection, allocation, and expenditure of CIL in accordance with the CIL Spending Protocol and S106 contributions in accordance with the terms of S106 agreements.
  • Update, implement, and manage an effective S106 and CIL monitoring system, including managing the collection, accumulation, allocation, and expenditure of financial and non-financial contributions.
  • Ensure that information on the Council’s website pertaining to CIL and S106 is accurate and up-to-date.
Required Skills & Qualifications:
  • Minimum of 3 years’ experience in a similar role managing and implementing CIL.
  • Previous experience of monitoring and managing S106 agreements.
  • Strong organisational and administrative skills.
  • Excellent communication and data management skills.
  • Ability to work independently and as part of a team.
  • Proficiency in relevant IT systems and software.
