We are working with a Regulator Body who are looking for an experienced Procurement Officer for 4 months initially (there is potential to extend to March 2026)
The role is full time, to start in April and paying £220 Umbrella per hour. The role is in scope of IR35.
The role is fully remote but you may be asked to attend the office in Manchester on the odd occasion. Travel to the Manchester office would be reimbursed/paid for.
The role:
The Procurement Officer will assist the Procurement Manager by managing tenders for external contractors, and providing advice to staff upon highly complex procurement activities including but not limited to public sector purchasing routes, terms and conditions of commercial contracts, negotiation and supplier dispute resolution, contract management, contract/supplier relationship management, supplier appraisal and vetting and other related tasks.
As a Procurement Officer you will be responsible for:
Management and leadership
- To delegate and provide cover for the Associate Director of Procurement as required
- Developing, implementing and monitoring policies for managing programmes of work and quality assurance procedures within Procurement that impact across the organisation particularly those that relate to governance over non pay expenditure for information technology
- Provide a professional resource for procurement activity within the institute and act as a source of advice of procurement expertise
- Contributing to the development, planning and delivery of the Institute's strategy for own and others area(s) of work to meet the Institute's organisational objectives
Communication
- Managing the tendering assessment teams for specialist advice and support to staff including very complex and sensitive areas of work and providing advice and support to directors, budget managers, other staff and with external partners, suppliers and stakeholders
- To provide regular updates to the internal project group on progress made in relation to the procurement exercise in question
Planning and organisation
- Planning and managing workloads within the team and ensuring that operations are delivered within the appropriate deadlines and to high standards
- Managing the development of processes and procedures and ensuring that they are performed in accordance with statutory requirements and guidelines on best practice
- To lead the review of and development of the tender specifications including complex selection criteria and support the appointment of the successful contractors
- To project manage and lead the competitive tender process, administration of expressions of interest, sending out tender requests, recording the tenders received.
Financial and physical resources
- Ensuring that the organisation's resources are managed effectively in line with corporate policies and statutory requirements and that optimum solutions are achieved for the Institute
- Critically appraising very complex tenders and supplier financial information relating to aspects of the Institute's work and providing input into the quality assurance processes of the Institute on a regular basis
Other
- Providing cover and deputising for the Associate Director Procurement in their absence
Essential criteria
- Knowledge of procurement methods and business analysis techniques
- Understanding of the range of methods available for purchasing services for the public sector
- Knowledge of supply chain management and supplier management
- Knowledge of developments in UK commercial law
- Experience of working in a purchasing setting and undertaking above threshold Procurements
- Experience of contract negotiation.
