Reed are supporting a Lancashire Council in their recruitment to a Procurement Officer position. In this role, you will manage the end-to-end procurement process for works and services contracts within the local authority. This role is crucial for ensuring the procurement of quality services and works in compliance with procurement regulations and frameworks, achieving value for money, and mitigating risks.
Day-to-day of the role:- Lead the full procurement lifecycle for works and services contracts, including planning, tendering, evaluation, contract award, and contract management.
- Prepare and issue tender documents, evaluate bids, facilitate clarification processes, and manage supplier selection in line with best practices and local authority regulations.
- Negotiate terms and conditions, draft contracts, and manage supplier relationships to ensure service delivery and works execution align with contractual obligations.
- Ensure procurement activities comply with the Public Contracts Regulations (PCR), local government procurement rules, and the authority’s policies.
- Significant procurement experience within the public sector, ideally managing large value and high-risk works and services tenders.
- In-depth knowledge of Public Contracts Regulations (PCR) and local government procurement rules.
- Proven experience with end-to-end procurement processes for large-scale contracts.
- Ideally hold Professional procurement certification (e.g., CIPS, MCIPS).
