Macildowie are delighted to be working in partnership with Melton Borough Council to appoint a new Assistant Director for Resources (DS151 Officer) to manage key financial and administrative functions across the Council.

Melton Mowbray is based in the North-East of Leicestershire, is home to over 51,000 residents and is one of the oldest market towns in the country with a reputation as the 'Rural Capital of Food.' However, there is more to Melton than it's Pork Pies. A new Corporate Strategy launched earlier this year sets out big ambitions for the future to "Help People and Shape Places" none of which can be achieved unless we have strong foundations as a "Great Council"

We are looking for an Assistant Director who can confidently take forward our ambitions and help lead the Council through challenging financial times. As part of the leadership team you will work closely with our service leads to ensure they are able to deliver the best outcomes for residents and communities with the available resources. You will support the Director for Corporate Services on all aspects of local government finance.

Key Responsibilities:

  • Lead the development and delivery of corporate and directorate policies, ensuring alignment with the Council's financial targets and goals.
  • Oversee financial planning, forecasting, and reporting processes to support decision-making and resource allocation.
  • Ensure robust financial controls, accurate accounting records, and statutory compliance.
  • Lead on outsourced payroll services and work closely with HR to meet organisational requirements.
  • Collaborate with internal and external stakeholders to drive the transformation and modernisation of Council services.
  • Lead and manage a high-performing team, ensuring alignment with the Corporate Strategy and service delivery outcomes.
  • Manage the Council's treasury, capital estimates, grants, and external funding effectively.
  • Oversee the Revenues and Benefits services, ensuring compliance with legislative requirements and maximising income collection.
  • Manage risk across the Council, ensuring consistency, best practices, and compliance.
  • Lead the procurement unit to provide high-quality services to the Council and other contracted organisations.

Additional Responsibilities:

  • Develop and maintain financial systems and reporting tools, ensuring up-to-date and secure data management.
  • Maintain comprehensive policies, procedures, and systems documentation.
  • Ensure the efficient management of budgets, resources, and projects within corporate guidelines.
  • Promote health, safety, and equality in the workplace, ensuring an inclusive and fair approach to service delivery.

Person Specification:

Knowledge & Experience:

  • Qualified accountant (CCAB, CIMA, CIPFA, or equivalent) with extensive experience in local government finance.
  • Strong track record in strategic financial management, advising on complex financial matters, and building effective relationships with stakeholders.
  • Knowledge of the legislative and regulatory context of financial services, particularly in local government.

Skills & Abilities:

  • Highly developed technical and professional skills in finance and risk management.
  • Leadership experience with the ability to motivate and manage teams, fostering a high-performance culture.
  • Strong political awareness and experience advising senior management and elected members.
  • Excellent communication and report-writing skills for diverse audiences.
  • Experience in promoting equality, diversity, and inclusion within service delivery.
