We are seeking an experienced HR Business Partner with a strong background in Council or Local Authority settings. This role involves managing daily HR activities, leading HR strategy implementation, and driving organisational change within a specific department.

Day-to-day of the role:

  • Lead on a corporate project focusing on terms and conditions, change management, and TU consultation.
  • Manage and lead the HR team to deliver high-quality HR solutions, organisational change, and workforce planning.
  • Provide expert HR advice and support to the department, ensuring alignment with Council-wide strategies.
  • Develop and implement customer-focused HR services, setting service delivery objectives and action plans.
  • Handle political pressures, adapting plans to ensure best practices and value for money in HR services.
  • Lead major change initiatives and build relationships with external stakeholders and partners.
  • Advise on budget priorities, manage the HR budget, and ensure adequate resources through effective workforce planning.

Required Skills & Qualifications:

  • Qualifications: MCIPD or equivalent experience required.
  • Extensive HR management experience within a Council or Local Authority setting.
  • Proven ability in policy development, strategic planning, and managing change.
  • Effective people management skills in a customer-focused environment.
  • Successful budget management and performance management experience.
  • Knowledge of local government processes and legislative frameworks.
  • Strong project management skills and a track record in partnership and multi-agency working.

Key Skills:

  • Communication: Ability to communicate complex information effectively, use negotiation skills, and handle conflicts.
  • Decision Making: Capable of making informed decisions on various issues with multiple options, handling complex decision-making with uncertainty.
  • Problem Solving: Use analytical approaches to solve complex problems and develop long-term solutions and strategies.

General Requirements:

  • Flexible working hours and the ability to travel within the Borough.
  • Must comply with Council policies, including health and safety, equal opportunities, and safeguarding.
  • Participation in emergency planning duties as required.
